Qualification requirements cannot be drafted because the Government does not have the necessary test procedures, nor the expertise required to qualify a new contractor to develop and perform repair and testing for these items. This is a critical safety item and the nature of this item demands a high standard of quality and performance. All interested parties must contact the Original Equipment Manufacturer, GENERAL DYNAMICS ORDNANCE AND TACTICAL SYSTEMS, INC (Cage Code: 04DG4), to become qualified because they own specialized facilities, equipment, and the data required for the repair and testing of this item. The only qualified s ource is GENERAL DYNAMICS ORDNANCE AND TACTICAL SYSTEMS, INC (Cage Code: 04DG4), Marion, VA. This proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source, GENERAL DYNAMICS ORDNANCE AND TACTICAL SYSTEMS, INC (Cage Code: 04DG4), Marion, VA, under the authority of FAR 6.302. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received prior to the response date indicated on the solicitation may be considered by the Government. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Prospective vendors must comply with all the requirements of the solicitation and its attachments to be considered responsive. The Government does not intend to hold discussion but may hold discussion if it is deemed necessary. An Ombudsman has been appointed to hear concerns from offerors or potential offerors during the proposal development phase of this acquisition. The purpose of the Ombudsman is not to diminish the authority of the program director or contracting officer, but to communicate contractor concerns, issues, disagreements, and recommendations to the appropriate government personnel. When requested, the Ombudsman will maintain strict confidentiality as to source of the concern. The Ombudsman does not participate in the evaluation of proposals or in the source selection process.
