Description
This announcement does not request any white papers or proposals at this time. TECHNICAL DESCRIPTION: Contracted research will directly enhance Air Force research, along with fostering collaborative capabilities for expanding research capacity. Required capabilities include research expertise in the fields and key research subfields of toxicology, cell biology, molecular biology, chemistry, biochemistry, computer science, biomedical engineering, mechanical engineering, environmental engineering, chemical engineering, materials science, mathematics, systems and computational biology, PBPK modeling and bioinformatics The contractor will be expected to deliver all software and/or hardware as required, and all associated data developed and/or used in the execution of this effort, unless clearly stated otherwise in the proposal. THIS IS A PRE-SOLICITATION NOTICE ONLY. It is anticipated that a Funding Opportunity Announcement (FOA) providing more details into this program will be released middle to late September 2014. The FOA will be made available at www.fedbizopps.gov. The funding listed reflects the estimated requirement funding only. This estimate is not a guarantee of funding. Funding is uncertain and is subject to change. Changes in funding availability may occur at Government discretion. Anticipated Program total funding is $42,000,000 (FY15-FY19). NOTE: Anticipate award vehicle to be an Assistance Instrument (Cooperative Agreement). Security: In accordance with the contract security classification specification (DD Form 254), the contractor will implement the required security. The contractor shall provide the personnel and have access to facilities that support the required level of classification. The tasking will require security up to and including TS/SCI. General OPSEC procedures, policies and awareness are required in an effort to reduce program vulnerability from successful adversary collection and exploitation of critical information. The contractor shall apply OPSEC throughout the lifecycle of the contract.
