- REQUEST FOR INFORMATION/MARKET RESEARCH Vocational Training Services Contract Northwestern Joint Regional Correctional Facility Joint Base Lewis-McChord, Washington Thank you for taking the time to assist us in gathering this information! The Mission and Installation Contracting Command (MICC), Joint Base Lewis-McChord (JBLM), Washington, is conducting preliminary planning market research to determine commercial market practices for vocational training services. DISCLAIMER: This Request for Information (RFI) is submitted in accordance with Federal Acquisition Regulation (FAR) Clause 52.215-3, Request for Information or Solicitation for Planning Purposes (Oct 1997). This RFI is for planning purposes only and shall not be construed as a Request for Proposals (RFP), Invitation for Bids (IFB), or as an obligation on the part of the Government to acquire any services. Responses to this RFI will not serve as proposals, bids, or offers that the Government accepts as a form of a binding contract. MICC-JBLM will not accept unsolicited proposals related to the subject of this RFI. The responder must clearly identify any information it considers sensitive or proprietary. The Government will handle all information received in response to this RFI that is marked quote mark Proprietary quote mark accordingly. The Government will not return responses to this RFI. Responders are solely responsible for all expenses associated with and incurred by responding to this RFI. The Government reserves the right to determine how it should proceed from the information received from this notice. MICC-JBLM, Washington, is conducting market research to determine the existence of viable commercial sources capable of providing vocational training located at JBLM, Washington. The intended contract period is for a base period with four (4) one-year option periods (five years total). MICC-JBLM is seeking industry information and comments from sources with capabilities to perform the contract and with relevant experience in all of the functional areas mentioned in the Description of Services. Interested parties shall complete and submit the below questionnaire to the Government. The Government advises that providing responses to the questions will not automatically include you in the acquisition process for future solicitations. Description of services: The contractor shall plan, program, administer, manage, and execute the work necessary to provide the following specified services for JBLM, Washington. The contractor shall provide vocational training for four programs at the Northwestern Joint Regional Correctional Facility (NWJRCF). The four programs are the following: Small Engine Repair, Barbering, Horticulture/Landscaping, and Carpentry (Millwork and Cabinetmaking). Objectives: Vocational training will provide prisoners with the knowledge and skills for future employment; certificates, degrees, and license preparation; production of useful products and services that may be sold or donated. The Carpentry Program will produce specific end items that can be sold in the NWJRCF sales store where active duty members, military family members, retirees and Department of Defense (DoD) Civilians can purchase these items for their personal or professional use. The money earned from the sale of these items is used to purchase additional raw materials for the Carpentry Program. The Horticulture/Landscaping Program will work in conjunction with the base to assist in base beautification/plant propagation and maintaining the NWJRCF grounds. Any edible foods grown will be donated to local food charities. The Small Engine Repair Program will teach prisoners how to repair lawn mowers, weed eaters, fans, and other small engine operated machinery/equipment. Prisoners will maintain all machine operated equipment as well as repair equipment assigned to the facility and units within JBLM for a minimal cost. The Barbering Program under the tutelage of the contract, will enable the prisoners enrolled in the program to cut the hair of other prisoners in the facility, and for cost, the hair of staff. All funds earned through vocational education programs will be added to the Non-Appropriated Fund (NAF) account.
