- Description
- The Naval Air Systems Command intends to award a sole source modification under contract N00019-14-D-0028 to Rolls Royce Corporation, 450 S Meridian St, Indianapolis, IN 46225-1103. This contract modification will incorporate two (2) option years for the Performance Based Logistics (PBL) effort required to provide propulsion systems Integrated Logistics Support (ILS) Mission Care TM for the United States Marine Corps (USMC) KC-130J aircraft, which includes the AE2100D3 turboprop engine and the R391 propeller system. The supplies and/or services to be procured under this contract are commercial depot level support (Mission Care TM ); technical publications; program management; engine and propeller management; configuration management; field service support; technical data management; engine/Weapons Replaceable Assembly (WRA)/component repair; supply support, and WRA/component packaging. The USMC performs the preponderance of R391 propeller, spinner and brush block assemblies maintenance organically in accordance with Component Maintenance Manuals 61-10-43 (Propeller Assembly), 61-10-44 (Spinner), and 30-60-03 (Brush Block Bracket Unit). This action will be awarded on a sole source basis to Rolls Royce Corporation, in accordance with FAR 6.302-1 "Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements;" because they are the only qualified source which possesses the data necessary to perform these efforts in a timely and cost effective manner. The Government does not possess the data rights necessary to compete this requirement. The applicable North American Industry Classification System (NAICS) Code is 336412 and the small business size standard is 1,000 employees. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS; however, interested parties may identify their interest and capability to respond to this requirement, including substantiation that the interested party has the necessary technical data, no later than 15 days after this synopsis is posted, which will be considered by this agency. This notice does NOT constitute a commitment by the Government to issue a solicitation, make an award, or to be responsible for any monies expended by interested parties in support of the effort mentioned above. Information provided above is subject to change and in no way binds the Government to solicit for or award a contract. A determination by the Government not to compete this proposed modification based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Unless otherwise stated herein, no additional written information is available. Request for the same will be disregarded.
