- Justification for Use of Noncompetitive Procedures Description of Intent The Drug Enforcement Administration (DEA) intends to negotiate on a sole source basis with Digital Receiver Technology (DRT) located at 20250 Century Boulevard, Suite 300, Germantown, Maryland 20874 for the acquisition to provide interfacing software symmetry between DRT proprietary antenna and receiver. This software solution will provide a capability to utilize a DRT manufactured antenna and receiver via a new API controlled software interface. In accordance with FAR 5.207(c)(16)(ii), vendors that feel they can meet the Government's requirements detailed above may submit a capability statement which shall be considered by the agency. The Government anticipates the award of a firm-fixed price purchase order. A determination by the Government not to open the requirement to competition based on responses to this notice is solely within the discretion of the Government. In accordance with FAR 6.302-1(c) the justification is attached with this notice. The acquisition will be conducted through the FAR Part 13 "Simplified Acquisition Procedures." The North American Industry Classification System (NAICS) Code for this requirement is 541330, Engineering Services. The business size standard is $14M. This notice of intent is not a request for competitive quotation. A Request for Quotation (RFQ) is not available. Closing date for submitting a capability statement is September 9, 2014, at 4:00pm Eastern Time. All submissions should be submitted electronically to Kaitlyn.M.Mahafkey@usdoj.gov.
