- This modification/amendment is being issued to provide responses to vendor questions. Vendor Question # 1 - Not enough information is provided about the green waste service that is shipped daily (M-F). Please describe the container size, quantity, and site locations of the green waste. Government Response #1 - Group C is hereby being added as follows SOW Section 2.6.2.F: The green waste will be disposed into 8 Cubic Yard Containers and is required to be emptied daily for the following locations: FMRW - Bellwood Club FMRW - Betty Ackerman-Cobb Child Development Center Vendor Question #2 - On the price sheet in Section B, there is a line described as "Transfer and Relocation." Please describe the intent of this line item. Is it intended for relocating the sixteen roll offs within the facility boundaries, on an as-needed basis? Government Response #2 - The transfer and relocation fee or cost will incur with onsite movement of the 30 Cubic Yard Container(s) from the primary location to a designated onsite location. Vendor Question #3 - The price sheet in Section B totals 49 x 8-yd containers. The Statement of Work (SOW) Section 2.6.2.F. describes a Group A with 24 x 8-yd at 2x/week service, and a Group B with 24 x 8-yd at 3x/week service, for a total of 48 x 8-yd containers. Are there 48 or 49 containers? It appears the one container from the DLA Disposition Services is missing from the SOW. Will this missing container be 2x or 3x per week service? Where does the green waste fit in this quantity of containers? Government Response #3 - The 8 Cubic Yard Containers will be split into three groups, in accordance with Section 2.6.2.F Contractor Furnished Containers as follows: Group A: 22 Cubic Yard Containers in lieu of 24 Cubic Yard Containers to be emptied on Monday/Wednesday/Friday Group B: remains at same 24 Cubic Yard Containers to be emptied Tuesday/Thursday Group C: (see question 1) Vendor Question #4 - In order for the contractor to ensure they will recover their transportation costs, they will have to price the rate per ton significantly higher than the market rate to minimize the risk of light loads. In order to protect the taxpayer, please consider revising your pricing sheet into a per haul and a per ton line item for the roll offs and the compactor. This will allow the contractor to recoup the transportation cost while providing the DLA/taxpayer with the lowest possible rates. Government Response #4 - In accordance with SOW Section 2.6.2.F the statement, "the 30 Cubic Yard Containers shall be checked every day and emptied if needed" is hereby revised to read: "The 30 Cubic Yard Containers shall be checked every day and will not be emptied unless the container is at least 75% full unless otherwise directed by the COR." Vendor Question #5 - Section 2.6.1.D of the SOW states, "All vehicles will be equipped with on-board weighing equipment. If collection vehicles are not dedicated solely for DSCRs use or if they are used for collection of any type of refuse outside of the Installation, each collection vehicle, including front loader and tipper types, shall have an on-board weighing computer system." By dedicating the vehicles to the DLA site such that no other customer waste is mixed with the DLA waste, the weight ticket generated by the disposal facility from the weigh in/out process, will provide the DLA the weight generated for invoicing purposes but it will not provide the weight of each individual 8-yd container, as required in the SOW. Please confirm that if contractor vehicles are dedicated solely to the DLA site, it will meet the DLA requirements for determining the exact weight generated by the DLA. Government Response #5 - In accordance with SOW Section 2.6.1.D has been hereby revised to read: "The Government requires that no other customer waste is mixed with the DLA waste. All vehicles will be equipped with on-board weighing equipment for the 8 Cubic Yard Containers only. Vehicles shall transport the 30 Cubic Yard Container(s) at least 75% full to the vendors' disposal site to be weighed individually to obtain the exact tonnage." Vendor Question #6 - Section 2.6.2 states that all containers must be painted a uniform color (Manor Brown). Will other neutral colors be acceptable besides Manor Brown? Government Response #6 - No. Manor Brown is required. Vendor Question #7 - Section 2.6.2.H. describes the features required by the compactor but it does not describe if the compactor desired by the DLA is a stationary compactor with a power ram that remains in place but has a removable receiver box, or a self-contained compactor where the power ram and box are all one unit. Which is the preferred DLA compactor type? Government Response #7 - Response pending Vendor Question #8 - The SOW references "electronic recycling" in multiple places. Please confirm that it is not the intent of the DLA to included electronics in the designated containers. Government Response #8 - In accordance with SOW Section 2.5 Overview C DLA currently does not intend to include electronics in the designated containers. The following statement is hereby deleted/removed (page 8): "Define tonnage and specific diversions for all recycled, green waste, composting, organic recycling, or electronics recycling on a monthly basis. This detailed information shall be provided and accompany the monthly invoicing." Vendor Question #9 - Please provide the historic tonnage for the 8-yd containers, the 30-yd roll offs and the 30-yd compactor. For the 30-yd roll offs and the 30-yd compactor, please include the number of hauls associated with each so the average tons per haul can be determined. Government Response #9 - Historic Tonnage: FY 12 8 CY: 384 30 CY: 813 Total: 1,197 FY13 8 CY: 260 30 CY: 681 Total: 941 All other terms and conditions remain unchanged.
