- SUBJECT: NOTICE OF INTENT TO AWARD A SOLE SOURCE PROCUREMENT. Under the authority of FAR 6.302-1, Only one responsible source and no other supplies or services can satisfy agency requirements, it is the Government's intent to award a sole source to Dynaxys, LLC, 11911 Tech Road, Silver Spring, MD 20904 for the procurement of mortgage loan servicing support services to the U.S. Department of Housing and Urban Development (HUD). The period of performance will be for one (1) Base Year and one (1) Option Period. The decision to Sole Source is the result of unique system requirements that are not readily available in the business sector from any other vendor. This procurement will continue to assist the Office of Multifamily Housing, Asset Management with their Federal Housing Administration (FHA) Programs: Multifamily Mortgage Loan Servicing; Property Management Servicing, Relocation & Sales; and their non-FHA Program: 202/811 Direct Loan UCC Filing Set Up & Maintenance. HUD assumes the role of mortgagee as the lender, under certain circumstances, including: (1) when the borrower defaults, and the FHA-insured mortgagee assigns the mortgage to HUD and files a claim or partial claim for insurance benefits; (2) when a current mortgage is assigned to HUD by the mortgagee pursuant to Section 221(g)(4) of the National Housing Act; (3) when a purchase money mortgage is taken back by HUD to finance the sale of property owned by HUD; or (4) when an FHA-insured or HUD Held first mortgage is restructured under the "Mark-to-Market" (or its predecessor "DEMO") program or when an outstanding insured loan is refinanced and HUD agrees to a Partial Payment of Claim (PPC) on the insured mortgage and, as a result, one or more new subordinate HUD Held mortgages are originated. Collectively, this portfolio is referred to as the HUD Held portfolio. As mandated since October 2002, the Contractor must be able to interface data between the Contractor's system and the FHA Subsidiary General Ledger (FHASL) which operates on the current version of PeopleSoft Financial. FHASL uses the US Standard General ledger chart of accounts and classification consistent with the FedGAAP requirements and Credit Reform. With this implementation, FHA now has the capability to record and track budgetary resource control expenditures against available resources, and automatically produce financial statements and other reports from the general ledger. A redacted copy of the sole source justification and approval will be published on FedBizOpps. THIS IS A NOTICE ONLY AND IS NOT A SOLICITATION OR REQUEST FOR OFFERS OR PROPOSALS. The determination not to open this requirement to competition is at the sole discretion of the Government. The intent of this notice is for informational purposes only. However, all responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency. Interested firms responding to this notice must provide a capability statement demonstrating their experience, skills and capability to fulfil the Government's requirements for the above. The capability statement shall be sufficient enough in detail, but not exceed ten (10) pages TOTAL, so that the Government can determine the experience and capability of your firm to provide the above requirement. Only electronic copies of capability statements will be accepted and shall be submitted to James Canady III at James.A.Canady@hud.gov no later than 10:00am EDT on September 18, 2014. The email shall contain the following subject line: Response to Notice-Multifamily Mortgage Loan Servicing Requirement. No information or credentials offered via telephone will be accepted. The Government will not pay for any cost associated with providing capability information.
