Description
This is a Notice of Proposed Contract Action under the Simplified Acquisition Procedures (FAR 13) and Other Than Full and Open Competition (FAR 6.302-1). Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. This notice is for information only; a solicitation will not be issued. THIS IS NOT A REQUEST FOR QUOTATION. No contract will be awarded on the basis of offers received in response to this notice. The associated North American Industry Classification System (NAICS) code is 334290 with a small business size standard of 750 employees. AFRL Requires two (2) Stauder Technologies Hyde 2.0 systems (to include: base cable assembly for PRC-152, USB, Ethernet, and Pocket Laser Range Finder (PLRF) Connection; Hyde Connection Service Software (Seek) for Android; 1 Year Hyde Software Upgrade Maintenance package); two (2) Hyde to AN/PRC-117G Cables and two (2) Stauder Technologies Joint Effect Coordination Link (JECL) Software Licenses. The government intends to negotiate a sole source contract with Stauder Technologies, 115 Mexico Ct, Suite D, St. Peters, MO 63376. The government has determined that no other product can satisfy the Android Tactical Assault Kit (ATAK) Communication Over Legacy Channels project requirement because of its existing capability and availability for a test/demonstration required in September 2014. This product has an existing Application Programming Interface (API) that has already been tested in conjunction with the ATAK software suite. Any other product would not be able to integrate and test with the ATAK system prior to the time frame required for the test/demonstration. This is a notice of proposed contract action and not a request for competitive quotes; however, all responsible sources may submit a capability statement and/or market pricing, which shall be considered by the agency. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government. Responses received will be evaluated; however a determination by the Government not to compete the proposed procurement based upon responses to this notice is solely within the discretion of the Government. The Government anticipates an award date on or before 30 September 2014. A Sole Source Justification will be attached to this notice after award in accordance with applicable regulations.
