- Description
- NASA/GSFC has a requirement for Five (5) printed circuit board (PCB) Radio Frequency (RF) receivers with housings and shields that have been thermally characterized.The Radio Frequency receiver is a component of a larger instrument, the Laser Heterodyne radiometer that measures methane and carbon dioxide in the atmosphere for climate change research. NASA/GSFC intends to purchase the items from Paul Finkel Consulting, pursuant to FAR 13.106, for the acquisition of supplies or services determined to be reasonably available from only one known source. Paul Finkel Consulting is the only known vendor able to produce a revised prototype Radio Frequency receiver and produce five (5) printed circuit boards with housings. Paul Finkel consulting will characterize the sensitivity of the Printed Ccicuit Boards, as well as verify that there are no oscillations over expected temperature variations. The Government does not intend to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on September 18, 2014.Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency.
