- SYNOPSIS: Hoteling / Temporary Office Space: This announcement constitutes a Sources Sought Synopsis. This is not a Request for Quote (RFQ) or a Request for Response (RFP). This announcement is for information and planning purposes only and is not to be construed as a commitment by the government, implied or otherwise, to issue a solicitation or award a contract. RESPOND TO: 1. All RESPONSES shall be submitted via email to iris.chen1@va.gov I.PURPOSE The Department of Veteran Affairs (VA), National Cemetery Administration requires an office services solution within a 10 mile radius of Downtown Tallahassee, FL akin to a seat management solution. In order to accommodate staffing requirements commencing from approximately October 1, 2014 or date of award, whichever is later through January 31, 2015 or later - to include a total of full four (4) month with probably a single two (2) month optional period or more, if exercised at the Government's sole discretion. VA requires a turnkey per seat or per person office services solution in support of Government personnel as they perform all necessary office functions incident to the efficient performance of their official duties. Such an office services solution is commonplace in the commercial market and is often referred to as either a business center arrangement or "hoteling" services wherein all office space, all ancillary services (reception, mail delivery, etc), and all furnishings are provided so that the user can perform normal work functions. Hoteling is normally found in cities where off-site "virtual offices" or business center services are often required for such tasks as attorney document review, litigation, proposal preparation and so forth. Such contracts do not involve leases or tenancy rights normally associated with the standard commercial lease terms and conditions. Typical terms of "hoteling" contracts stipulate, "This agreement is the commercial equivalent of an agreement for accommodation(s) in a hotel. The client accepts that this agreement creates no tenancy interest, leasehold estate, or other real property interest in the client's favor with respect to the accommodations. The client is being provided the right to share the use of the center ¦." VA seeks to make use of standard terms and conditions found in the commercial marketplace. VA will not pay for build-out or alteration of the turnkey space. II. SCOPE OR MISSION VA requires a temporary turnkey per seat or per person office services solution in order for acquisition personnel to continue performing all necessary office functions incident to the efficient performance of their official duties. This requirement is to provide VA with fully furnished office space, including necessary internet service, telephone service, conference rooms, teleconference capabilities and all other essential supplies and services necessary for Government personnel and supporting staff to perform their daily duties while working in an office services solution environment. In order to meet VA's requirement, the Contractor shall provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other non-personal services necessary to provide the turnkey office services solution as defined in this Statement of Objectives (SOO), except for those items specified as Government furnished property and/or services. III.PERIOD AND PLACE OF PERFORMANCE The period of performance of the awarded contract shall be for a base period of approximately four (4) months commencing from October 1, 2014 or date of award, whichever is later through January 31, 2015 or later - to include a total of full four (4) month with a single two (2) month optional period, if exercised at the Government's sole discretion. The place of performance is within a 10 mile radius of downtown Tallahassee, FL. IV.BACKGROUND VA requires a turnkey per seat or per person office services solution akin to a seat management solution in order to accommodate new National Cemetery staff. Such services are required until such time that other space arrangements are made available to these staff at the new Tallahassee National Cemetery site. VI. PERFORMANCE OBJECTIVES The Contractor shall provide a turnkey office services solution consisting of Class A office space. A.The turnkey per seat or per person office services solution shall include all equipment, furnishings and administrative support (mail delivery, answer phone, etc.) necessary for a normal professional office environment. B.The turnkey office services solution (hoteling) is as stated above in Sections II and III. C.The Contractor shall provide all standard maintenance and infrastructure support services to include janitorial, housekeeping, snow removal, and maintenance/repair of Contractor provided facsimile machine. Contractor response time to all service requests shall be no more than ten minutes for requests made to on-site Contractor personnel for standard professional support (e.g., mail delivery, phone trouble calls, office machine malfunctions, etc.). D.In terms of furnishings, electricity, bandwidth, etc., the Contractor shall provide appropriately equipped common areas (break room, lobby) and conference facilities. VII.OPERATING CONSTRAINTS The turnkey office services solution provided shall include: A.Office space for: 1.One (1) Director private office, minimum 100 square feet 2.Two cubicles minimum size 56 square feet each 3.One lockable storage room minimum size 100 square feet. VIII. QUESTIONS 1. Please advise if you ever provided the above requirement? Please briefly describe your experience. 2. Please advise if you are able to provide such requirement in the near future as stated above? 3. VII. RESPOND TO: 1. All RESPONSES shall be submitted via email to iris.chen1@va.gov THIS IS A REQUEST FOR INFORMATION (RFI) ONLY. This RFI is issued solely for information and planning purposes - it does not constitute a solicitation nor does it restrict the Government as to the ultimate acquisition approach. In accordance with FAR 15.201(e), responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. Any contract that might be awarded based on information received or derived from this market research will be the outcome of a competitive process. Responders are advised that the U.S. Government will not pay for any information or administrative costs incurred in response to this RFI. All costs associated with responding to this RFI will be solely at the interested submitter's expense. Not responding to this RFI does not preclude participation in any future RFP, if any is issued. The formal closing date for this RFI and for the submission of responses is September 09, 2014 at noon EST.
