- Description
- This is a pre-solicitation notice of a proposed contract action in accordance with FAR 5.201. The United States Air Force Life Cycle Management Center intends to award a sole source non-commercial contract to L-3 Communications Corporation DBA Communications System West (L-3) to provide supplies and services necessary to support the National Defense Authorization Act (NDAA) Section 1206 FY13 Global Train-and-Equip Authority Program for Building Partnership Capacity in Africa Command (AFRICOM). The contract will provide for integration of C208B aircraft with alternate mission equipment, training, sustainment services, spares, and ferry services. L-3 is the only source capable of satisfying the complete requirement as currently requested by AFRICOM for pseudo-FMS Section 1206 cases without substantial duplication of cost to the USG that is not expected to be recovered through competition ans unacceptable delays in fulfilling the agency's requirements. The proposed contract will be awarded using Other Than Full and Open Competition procedures citing the authority at 10 USC 2304(c)(1) as implemented by FAR 6.302-1 "Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements." This synopsis does not constitute an Invitation for Bids (IFB) or a Request for Proposals (RFP) nor does it restrict the Government as to its ultimate acquisition approach. The Government does not intend to award a contract on the basis of this notice nor will it reimburse firms for any costs associated with preparing or submitting a response to this notice.
