- This solicitation is being posted to Federal Business Opportunities (FBO) page located at http://www.fbo.gov/. FBO is the single point of entry for posting of synopsis and solicitations to the internet. Please feel free to use the FBO site to access information. Please feel free to use either site to access information posted by the Naval Sea Systems Command. The Naval Sea Systems Command intends to award a contract modification to Contract N00024-13-C-5116 for capability modifications associated with the development, integration and delivery of AEGIS Advanced Capability Build FY2016 (ACB 16). The modifications to the ACB 16 capability definition are required to align with the capabilities inherent in the systems being integrated (i.e., SEWIP) as well as the addition of updates to the inherited ACB 12 NIFC-CA capability and associated missile upgrades. The ACB 16 capability also requires update to support the increased capability and capacity of the Technical Insertion FY2016 (TI 16) computer equipment, including the re-hosting of several Combat System elements onto the AEGIS Weapon System (AWS) TI 16 computer equipment. Pursuant to 10 U.S.C. 2304(c)(1), the Government intends to award this contract modification on a sole source basis to Lockheed Martin Mission Systems and Training (Lockheed Martin MST) in Moorestown, New Jersey. Lockheed Martin MST is the current developer of the AEGIS ACB 16 computer program and integrator of the AEGIS Combat System. Therefore, it is the only firm with the requisite expertise, experience, and knowledge of the ACB 16 computer program and computer equipment as well as logistics and testing expertise capable of satisfying the Governments requirements within the requisite schedule. Lockheed Martin is the prime contractor for the development, integration and delivery of ACB 16 and companies interested in subcontracting opportunities should contact Lockheed Martin MST directly. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302. Interested persons may identify their interest and capability to respond to the requirement.. This notice of intent is not a request for competitive proposals. However, all capability statements received within 15 days after the date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete this proposed contract action based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
