- Q-band resonator Contracting Office Address Department of Health and Human Services, National Institutes of Health (NIH), National Library of Medicine Office of Acquisitions, National Institute of Diabetes and Digestive Kidney Diseases (NIDDK) Acquisitions Branch, 6707 Democracy Boulevard, II Democracy Plaza, Suite 700W, Bethesda, Maryland 20817. Description National Institute of Diabetes and Digestive Kidney Diseases (NIDDK) plans to procure, on a sole source basis, with Bruker Biospin Corp., 15 Fortune Drive, Billerica, MA 01821 for the following equipment: • Large-access cavity Q-band resonator This acquisition will be processed in accordance with simplified acquisition procedures as stated in FAR Part 13.106-1(b)(1). The North American Industry Classification System Code is 334516 and the business size standard is 500 employees. Only one award will be made as a result of this solicitation. This will be awarded as a firm-fixed price type contract. This large-access cavity Q-band resonator is for our Bruker pulsed EPR spectrometer which is being used for DEER measurements to derive very accurate long-range distances for structural and dynamic studies on large proteins and their complexes, including those related to HIV. At the time the NIDDK ordered the EPR spectrometer, Bruker, the manufacturer, only provided a small-access cavity Q-band resonator. However, current improvements in technology have now allowed the development of a reliable wide-access cavity resonator which offers improvements in signal-to-noise of a factor of 2 relative to the narrow-access resonator, which will extend the range over which accurate quantitative distance measurements between nitroxide spin labels can be made to about 75-85 A (please see attachment for additional information). This is not a solicitation for competitive quotations. However, if any interested party believes they can meet the above requirement, they may submit a statement of capabilities. All information furnished must be in writing and must contain sufficient detail to allow the NIDDK to determine if it can meet the above unique specifications described herein. An original and one copy of the capability statement must be received in the DK Acquisitions Branch on or before 11:30 AM EST on September 8, 2014. Electronic capability statements (via e-mail) will be accepted. All questions must be in writing and can be faxed to 301-480-4226 or emailed to Lisa Josephowitz, Contract Specialist, at josephol@mail.nih.gov. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. In order to receive an award, contractor must be registered and have valid certification in the System for Award Management (SAM). No collect calls will be accepted.
