- NFFP5000-14-03337BS Title: Process Support for "Collaborative Process to Develop Long-Term Recovery Goals for Columbia Basin Salmon" ***NOAA's Acquisition & Grants Office, Western Acquisition Division-Boulder, intends to negotiate, on a sole source basis, under authority of FAR 13.106-1(b)(1), with Oregon Consensus, a program of the Mark O. Hatfield School of Government at Portland State University, for Process Support for "Collaborative Process to Develop Long-Term Recovery Goals for Columbia Basin Salmon". ***The sole source determination is based on the National Oceanic & Atmospheric Administration's (NOAA) requirement for facilitation and consultation services of the Portland State University- Oregon Consensus Center to provide process support for "Collaborative Process to Develop Long-Term Recovery Goals for Columbia Basin Salmon". This effort is a follow on to the "Long-Term Recovery Situation Assessment" developed by Oregon Consensus and the William D. Ruckelshaus Center. Oregon Consensus and its partners conducted the Columbia Basin Situation Assessment with over 200 individuals throughout the Columbia Basin, which serves as the basis for this longer-term recovery collaboration which is now needed to design, develop and implement a collaborative process based on the input from the Assessment Report. Period of Performance shall be 1 year from the date of award with a one year option period. ***This notice of intent is not a request for competitive proposals and no solicitation package is available. However, firms that believe they can provide services that fully meet the Government's requirements may submit substantiating documentation in writing to the identified point of contact within 15 days after publication of this synopsis. Such documentation will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to conduct a competitive procurement, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice.
