- This is a request for information/market research to provide data for planning purposes and to gain knowledge of available products that may be of interest to the United States Army. This sources sough synopsis does not constitute a request for proposal, request for quote, invitation for bid, nor does its issuance in any way restrict the Government as to its ultimate acquisition approach. The Unites States Army, PEO Aviation is conducting market research to determine industry capabilities to perform cockpit modifications and upgrades for the Mi-17/Mi-8 aircraft platforms. These systems provide an enhanced functionality for the pilots and increased mission capability in harsh and demanding environments. The Mi-17/Mi-8 variant helicopter cockpits are currently in an Original Equipment Manufacturer (OEM) configuration and will be modified to include, but not limited to, the following MIL-STD-3009 Type I/Class B NVIS compatible avionics equipment: S-15-KAW Airspeed Indicator (two each) AAU-32 Encoding Altimeters (two each) M880A-S Davtron Digital Clock (two each) Bendix/King KT-73 Transponder System Bendix/King KN-63 DME System Bendix/King KN-53 VOR/ILS Navigation Receiver System LUN1794.5 Synchro Resolver Honeywell GTN-750 COM/NAV/GPS System Bendix/King KI-825 Electronic Horizontal Situation Indicator System KRA405B Radar Altimeter System ADC 2000 Fuel/Air Data Computer System Wolfsberg C-5000 VHF/UHF AM/FM COM System (two each) Honeywell HF-1050 HF COM System (to include 200 Watt Peak Envelope Power HF Power Amplifier and PS 440 ARINC 429 HF Control Head) ARTEX C406-1HM Emergency Locator Transmitter ALMAZ-UPM Audio Warning System (in English) P-507M Cockpit Voice Recorder System BUR-1-2 ser. 2 Flight Data Recorder System Floor Microphones Fischer Seats NAT 301A Intercom Communication System (ICS) with seven (7) ICS boxes BIRD AN/AAR 60 Airborne Missile Protection System (AMPS) All Cockpit labeling shall be in English language All readouts shall be in English standard units The Offeror must possess current Interstate Aviation Committee (IAC) or Mil Moscow Helicopter Plant (MMHP) certification for repair/modification of the Mi-17/Mi-8 variant helicopters. The Government does not currently possess a technical data packages for these modifications. The Offeror must possess or be able to obtain a MMHP approved Service Bulletin (SB) for all performed modifications in order to maintain Air Worthiness Requirements (AWRs). The Offeror must be able to complete each single helicopter modification in six (6) months After Receipt of Order (ARO). The proposed North American Industry Classification System (NAICS) code for the future acquisition is 336411. Sources Sought Responses: 1)Provide a detailed description of any cockpit upgrades offered to meet this potential requirement. 2)Is this a commercial solution? 3)Is a published pricing list available? If so, provide the published pricing list with your response. 4)What is the lead time for each modification/upgrade? 5)Identify standard terms and conditions associated with each delivery and warranties. 6)What are the risks associated with this requirement? How can the risks be mitigated? 7)Discuss any logistics considerations including assumptions, reliability, maintainability, quality assurance requirements. 8)Is your facility Interstate Aviation Committee (IAC) certified? Provide copies of certification for Mi-17/Mi-8 variant aircraft? 9)Do you currently possess services bulletins (SB) for modifications/upgrades or Mi-17/Mi-8 variant aircraft? 10) Is your business a large or small business? 11) If small, does your firm qualify as a small, emergent business, or a small, disadvantaged business? 12) If disadvantaged, specify under which disadvantaged group and is your firm certified under Section 8(a) of the Small Business Act? 13) Is your firm a certified quote mark hub zone quote mark firm? 14) Is your firm a woman-owned or operated business? 15) Is your firm a certified Service-Disabled Veteran-Owned? 16) Are there subcontracting opportunities? 17) Do you have other government agencies using the product, and if so which agencies, POC's and contact numbers? 18) Provide any POC's for commercial users for general usage of product questions. Firms responding to this announcement that fail to provide all of the required information cannot be used to help the Government make the appropriate acquisition decisions which is the intent of this sources sought notice. This notice is to assist the United States Army in determining potential sources only. All firms responding to this sources sought notice are advised that their response to this notice is not a request to be considered for a contract award. AGAIN, THIS SOURCES SOUGHT SYNOPSIS IS NOT A REQUEST FOR PROPOSAL (RFP) AND IN NO WAY OBLIGATES THE GOVERNMENT TO AWARD ANY CONTRACT.
