- Statement of Work for the Requirement Justification for Other than Full and Open Competition This was a sole source award to Gulfstream for support services required to install an air-to-ground Aircell ATG-5000 communications system as well as the associated FAA Certifications and baseline configruation documentation. The USCG's intent to sole source was synopsized on 07/22/2014 and sole sourced to Gulfstream. The Statement of Work and the Justification for Other than Full and Open Competition were included as attachments to the synopsis. This notice constitutes the award notice of this sole sourced contract award. U.S. Coast Guard Air Station Washington operates a Long Range Command and Control Aircraft (LRCCA), based at Ronald Reagan Washington National Airport. The purpose of the LRCCA is to provide the USCG Commandant and Department of Homeland Security (DHS) senior leaders with safe, efficient, and global transportation. While en route, Distinguished Visitors (DV) and staff must have available the administrative capabilities similar to their office, including unrestricted secure and non-secure Command, Control and Communications (C3) capabilities that provide the flexibility to maintain awareness of emergent situations, enable operational tasking, and to perform normal duties. The overall LRCCA communications system availability and reliability of performance must support rapid response capability 24-hours a day. As a key component of the LRCCA communications architecture, an upgrade to an air-to-ground communications system is needed to ensure uninterrupted and reliable performance for Internet Protocol (IP) data exchange.The Aircell ATG-5000 system will complement, not replace or interact with, currently installed satellite-based data systems.
