Description
This is a sources sought announcement for information only, to be used for preliminary planning purposes. No proposals are being requested or accepted with this sources sought. This is not a solicitation or a Request for Proposal (RFP) and no contract shall be awarded from this sources sought. Respondents will not be notified of the results of the evaluation. The U.S. Army Corps of Engineers - Portland District (USACE-NWP) has been tasked to solicit and award this procurement under a competitive, fixed-price contract. The type of solicitation to be issued will depend upon the responses to this sources sought. No reimbursement will be made for any costs associated with providing information in response to this sources sought or any follow up information requests. Description of Services: The Contractor will be required to fabricate, load test, and deliver one new complete turbine maintenance platform for the John Day main unit turbines. The Contractor will be required to fabricate, deliver, and load test a draft tube door access platform; field verify dimensions, fabricate, and deliver blade scaffolding; and will be required to measure, detail, fabricate, and deliver new transport/storage cart(s) on which to store the turbine maintenance platform components. This job includes, but is not limited to: the platforms, decking, ladder, hardware needed for installation, blade scaffolding, and transport carts. Delivery shall be made to John Day Lock and Dam. All fabrication will be per a detailed government design. All fabrication, load testing and nondestructive examination (NDE) will occur at the Contractor's facility. Nearly all of the materials needed to fabricate the turbine maintenance platform (TMP) are thin plate aluminum (0.125 quote mark to 0.25 quote mark in thickness). The TMP is comprised of six (6) welded aluminum pontoons which double as structural members and are pinned to standard aluminum wide flanges forming a circular structure designed to wrap around the turbine at JDA. The pontoons are made of thin 1/8 quote mark plate aluminum, have a complex geometry, and must be seal welded. The circular pontoon structure supports 30 petal-like aluminum deck segments made of 1/8 quote mark aluminum diamond plate also of welded construction. The draft tube door platform is made of standard hollow tube aluminum, aluminum pipe guardrail, and 1/4 quote mark thick aluminum decking. Welding to AWS D 1.2 is also required for this platform. The draft tube door platform is secured to the draft tube door with steel brackets welded per AWS D1.1 which are then galvanized and used to secure the aluminum platform elements with galvanized steel tension rods and turnbuckles. The Contractor will be expected to demonstrate considerable expertise in welding thin aluminum plate according to AWS D1.2 standards and particularly in Gas Tungsten Arc Welding (GTAW) which is required by Contractor for the thin 1/8 quote mark plate. Contractor shall also be accomplished at fabricating items with complex geometry and precise dimensional tolerances, complete aluminum fabrication in facilities appropriate for such, provide a mature Quality Control program, and provide for QA inspections by Certified Weld Inspectors. The official Synopsis citing the solicitation number will be issued on the Federal Business Opportunities website, www.fbo.gov, inviting firms to register electronically to receive a copy of the solicitation when it is issued. Responses to this sources sought shall include the following information: 1. Firm's name, address, point of contact, phone number, and email address. 2. Firm's interest in bidding on the solicitation when it is issued. 3. Firm's capability to perform a contract of this magnitude and complexity, include comparable work performed: Three (3) examples with a brief description of the project, customer name, timeliness of performance, customer satisfaction, and dollar value of the project. 4. Firm's business category and size. 5. Firm's responding to this source sought announcement, which fail to provide the above requested information, will not be used to assist the Government in the acquisition decision, the intent of this sources sought announcement. Interested firms shall respond to this sources sought no later than 15:00 hours Pacific Standard Time (PST), 24 September 2014.
