Description
The U.S. Army Engineer Research and Development Center (ERDC), Construction Engineering Research Laboratory (CERL) has a requirement support programmatic execution of the Legacy Resource Management Program/OSD through routine maintenance and support of the Legacy Project Tracker (TRACKER). This includes 1) identification of persistent errors in TRACKER implementation, 2) minor code modifications corresponding to 1, and 3) follow-on maintenance/technical support. This is not a request for proposal and in no way obligates the Government to award any contract. The associated North American Industry Classification System (NAICS) code is 541511 which has a size standard of $27.50M. This is is being advertised as full and open competition. The major requirements include: a. Task 1. Coordinate with Legacy Program's Office and ERDC-CERL COR to complete needs requirement assessment and execution approach for TRACKER enhancements. This will include but is not limited to changes identifying minor software code enhancements to correct persistent software errors such as editing features and print features. This does not include efforts that would require the development of new entry forms, database functions or similar major system modifications. Quantity of these changes is expected to be six based on historical performance. b. Task 2. Execute required changes in computer code to implement the plan outlined in Task 1. Implementation will follow prioritization list compiled in Task 1. c. Task 3. Provide technical support for TRACKER for the Legacy Programs office. This includes addressing TRACKER software issues, managing TRACKER access logins, updating Legacy Guidelines similar information documents posted on TRACKER, upgrading database content status (including proposal status and similar issues not accessible through administrative logins), hosting database/applications. Historically TRACKER software issues consist of approximately ~100 to 150 incidents per year including but not limited to access issues, data queries not capable under TRACKER, editing data in locked fields etc. The high usage periods are in September - December and May - August. Incidents will need to be corrected between 2 to 5 days, or sooner, depending on complexity of incident. d. Task 4. Provide documentation in the form of manual appendices for all code changes, detailed logs of support incidents (Task 3) along with electronic copies of the current TRACKER software and database. If an award is made FAR Part 13.302 procedures will be utilized.
