Description
RFQ SEM PLASMA CLEANER NTSBQ140025 Combined Synopsis Solicitation This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will be issued. The solicitation number for this requirement is NTSB-Q-140025. Please see attached Request for Quotes (RFQ) for this requirement. Background The National Transportation Safety Board (NTSB) is an independent Federal agency charged by Congress to investigate civil aviation accidents in the United States, most public-use aircraft accidents, and significant accidents in other modes of transportation (highway, marine, rail, and pipeline). The NTSB is also charged with conducting special investigations and safety studies, and issuing safety recommendations aimed at preventing future accidents Description of Requirement The NTSB has a requirement to procure a Scanning Electron Microscope (SEM) chamber plasma cleaner with external desktop cleaning capabilities with the following capabilities: 1. An integrated vacuum chamber for desktop cleaning of samples prior to SEM viewing. 2. A plasma radical source for in-situ cleaning of our SEM to remove carbon contamination from the interior of the SEM chamber. 3. Operational compatibility with the NTSB's current scanning electron microscope (Zeiss Auriga) in use in the Materials Laboratory. 4. Compatibility with rotary vane pumps that prevents oil backstreaming. 5. Dry Nitrogen purge feature that keeps specimens clean after plasma cleaning. 6. Storage mode that enables continued dry nitrogen purging of samples while external system is in use. 7. System monitors operation of either external or internal cleaning unit. 8. Onboard control that enables cleaning modes between internal and external units in a minimum effort. 9. Ability to control cleaner locally (via a panel located on the cleaner) and remotely by a computer (with appropriate connection cabling provided) 10. Wide Operating Pressure Range 11. Adjustable height sample platform 12. Additional ports adaptable for TEM stage holder cleaning The plasma cleaner shall be covered by a 5 year warranty. Review RFQ which is attached hereto and incorporated herein for additional information. Basis for Award Best value will be based on Lowest Priced Technically Acceptable (LPTA). To be considered Technically Acceptable, the Contractor shall submit product literature that lists the specifications of the proposed equipment. Submission of Quotes Your quote must be received no later than 4:00 PM Eastern Standard Time (EST) on September 12, 2014. LATE QUOTES MAY NOT BE CONSIDERED. Quotes shall be transmitted, via e-mail, to the following: Ms. Kimberly Perkins Contract Specialist, at: kimberly.perkins@ntsb. The maximum size of an email, including attachments, which the NTSB email server can accept is 5 megabytes (MB). Therefore, the Contractor may choose to send their proposal in separate emails, if the combined file size of any email received by the NTSB email server will exceed 5MB. Contractors are encouraged to remove excess graphics from their proposals to ensure proposals remain under the file size limit. It is the Contractor's responsibility to ensure that the designated point of contact has received your proposal at the email address of the contact specified above by the proposal due date.
