THIS PROCUREMENT IS A 100% SET-ASIDE FOR SERVICE-DISABLED VETERAN-OWNED SMALL BUSINESS (SDVOSB) FIRMS IN ACCORDANCE WITH PUBLIC LAW 109-461. The intent of this Pre-solicitation Notice is to award an Indefinite-Delivery Indefinite-Quantity (IDIQ) contract for construction services. All work, including labor, materials, equipment, transportation and supervision shall be provided. Work under this contract will be performed at the following locations of the VA Gulf Coast Veterans Health Care System: Biloxi VA Medical CenterJoint Ambulatory Care Center 400 Veterans Avenue790 Veterans Way Biloxi, MS 39531 Pensacola, FL 32507 VA Community Based Outpatient Clinic*VA Community Based Outpatient Clinic 100 Veterans WayNaval Support Activity Eglin AFB, FL 32542101 Vernon Avenue Panama City Beach, FL 32408 *Construction of a new VA outpatient clinic to replace the existing clinic is currently ongoing on Magnolia Drive adjacent to Naval Support Activity Panama City (NSAPC). No address is available for this location at this time. If this clinic becomes operational during the life of this IDIQ contract this location will also be covered by this contract. Based on previous history and known future workload, it is anticipated that the majority of the work required will be performed at the main (Biloxi) facility. Only one award will be made. The contract period will be for one year from date of award with four one-year options. Contract ceiling per year is $5,000,000.00. Total contract ceiling is $25,000,000.00. Individual task orders will be for a minimum of $2,000.00 and may not exceed a maximum of $500,000.00. The solicitation will be issued on or about September 19, 2014. All information for this solicitation will be posted on the Federal Business Opportunities (FedBizOpps) website at www.fedbizopps.gov. No hardcopies will be available. The primary applicable North American Industry Classification System (NAICS) code for this procurement is 236220 and the size standard is $36.5M. The contract will be awarded using Negotiated procedures. The submission of proposal and evaluation criteria shall be divided into three volumes: (A) Technical, (B) Past Performance and (C) Price. All interested SDVOSB firms must be registered in the System for Award Management (SAM) at www.sam.gov and must be registered and verified as a SDVOSB firm in the VetBiz Vendor Information Pages at www.vip.vetbiz.gov.
