Description
THIS IS A SOURCES SOUGHT ANNOUNCEMENT. IT IS NOT A SOLICITATION, NOR DOES IT GUARANTEE A SOLICITATION WILL BE ISSUED. REQUESTS FOR A SOLICITATION WILL NOT RECEIVE A RESPONSE. Any information submitted in response to this Sources Sought Announcement is strictly voluntary. The Government will neither award a contract solely based on this notice, nor pay for any information submitted by respondents. This notice is a request by the Government to collect information from interested vendors for the purpose of market research. Failing to provide a response to this announcement will not prohibit/exclude an interested vendor from participating in a future solicitation. Project Background: The National Oceanic and Atmospheric Administration (NOAA) Pacific Islands Fisheries Science Center (PIFSC) conducts fisheries, coral reef, and protected species related missions from boats and watercrafts. The boat and watercraft platforms range in size and complexity from 15' inflatable boats to 25' multi-beam sonar mapping vessels. Missions are conducted from NOAA Vessels, contract vessels, and/or shore-based from islands in the Pacific region (Guam, Commonwealth of the Northern Mariana, American Samoa, Northwestern and Hawaiian islands, etc.). To ensure mission success for these operations, PIFSC programs develop standard operating procedures (SOP), policies, and guidelines through extensive risk management practices. Operational Risk Management workshops are conducted for missions/projects to ensure appropriate risk mitigation factors are applied, including appropriate level of safety equipment, training, and communication. In addition to meeting the minimum training requirements for NOAA boat operators, PIFSC boat operators, scientist, and contractors are required to undergo extensive personal qualification standards (PQS) outlined in the PIFSC Supplemental Small Boat Policy. PQS requirements vary by division, program, mission, and operational platform. PQS requirements include both advanced specialized training and proficiency. The PIFSC requires a contractor to provide consultation services related to scientific boating operations. Consultation services include, but are not limited to: 1. Reviewing SOP, policy, and guidelines for missions/projects. Participating in operational risk management workshops and providing feedback on risk assessments as needed. 2. Conduct approved standard and advanced training for NOAA Fisheries staff. 3. Developing PQS and specialized training courses. Requirements 1. Contractor shall be a Department of Interior (DOI) Motorboat Operator Certification Course (MOCC) instructor in good standing with at least five (5) years of experience leading courses. MOCC is the minimum training requirement for PIFSC boat operators. 2. Experience conducting boat training and scientific boating operations in remote field settings and from research vessels. Special consideration will be given to contractors with experience working in the northwestern Hawaiian islands, Guam/CNMI, and/or American Samoa. 3. Training and experience in development of course curriculum based on adult learning principles. 4. Knowledge of risk management principles as related to scientific boating operations and experience conducting risk management workshops. 5. Contractor must also be able to travel throughout the 50 states and locations in the Pacific region. The North American Industry Classification Code (NAICS) is 541990 with a size standard of $14.0 million. Interested Contractors are requested to provide the following information in response to this Sources Sought Announcement: 1. A statement that you believe your firm has the capability to meet all these requirements and perform these services. 2. Your firm's DUNS number & CAGE code; 3. Your firm's SBA certified small business concern status. Specifically identify if your firm is HUBZone-certified, Service Disabled Veteran Owned, or in the SBA's 8(a) program. If your firm is not small, please state that it is a large business. 4. A brief description of your firm's recent past experience (within past 3 years) performing similar services. The information provided in response to this announcement is limited to five pages or less. All information shall be provided free of charge to the Government. The Government will not return any data provided in response to this announcement. This request for information does not constitute a commitment, implied or otherwise, that a procurement action will be issued. The Government shall not be liable for or suffer any consequential damages for proprietary information not properly identified. Proprietary information will be safeguarded in accordance with the applicable Government regulations.
