- NOTICE OF INTENT: The U.S. Census Bureau intends to award a noncompetitive contract to Fieldprint, Inc, a small-business contractor for the services described: The United States Bureau of Census identified the need for a service provider to perform the electronic fingerprinting of hires, and transmission of fingerprint files for use in the processing and clearing of hires for the FY 2015 Census operations in Phoenix, Arizona area. The hiring, clearance, and processing of hires for the FY 15 Census operations in Maricopa County, Arizona is expected to begin in November 2014, and end in September 2015. Transmission of fingerprint files to the FBI will use Census Organizational Identifier (ORI), and submit results to Census via a direct line between Census and the FBI. The Bureau estimates approximately 5,000 hires must be fingerprinted and processed during this effort. Additionally, to assist the efforts of hiring and processing Census hires, the Bureau is seeking support of the following: • Capture of new hire facial photographs for Census badges • Scanning, storage, and transmission of I-9 documents • Administering of the Oath of Office • Collection of OF-306 Declaration for Federal Employment form, and OPM Electronic Questionnaires for Investigations Processing (EQIP) Certification & Release forms • Distributing Census Training Packets during each appointment Census is seeking a FBI-Approved Channeler vendor who will provide all of these services in addition to the secure storage and access of new hire records, status and data. The vendor must provide capabilities for new hire status reporting, and for the ability to pull documents and files for each hire via a web-based service, or another electronic file transfer mechanism. The vendor must be able to process hire enrollments no later than November 1, 2014. The government anticipates the services will be obtained through a firm fixed price contract for a total duration of 12 months. A determination not to compete this proposed contract has been made Pursuant to 41 U.S. C. 253(c)(1), as implemented by 6.302-1, this requirement has been justified and approved in accordance with FAR 6.303 and FAR 6.304. This notice of intent is not a request for competitive proposals. Interested individuals capable of doing this type of work must submit their written capabilities statements that demonstrate the identified essential and desirable skills and DUNS number via electronic submission at paul.w.boesch@census.gov. No information will be taken by telephone or mail. Any such statement of capabilities and qualifications received by the deadline will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this requirement based upon responses to this notice is solely within the discretion of the Government.
