Description
It is the National Energy Technology Laboratory's (NETL) intent to award a purchase order on a sole source basis to YONEKURA SEISAKUSHO, K.K. to purchase a Infrared Condensing Image Heating Observation System with spare parts to be used with the Olympus model OLS3100 Yonekura furnace. This is considered a sole source to YONEKURA SEISAKUSHO, K.K. because No domestic (U.S.) manufacturer of the equipment exists. The National Energy Technology Laboratory has an Olympus confocal scanning laser microscope (CSLM), model OLS3100, which is currently limited to use at room temperature. Accessories are available for the CSLM OLS3100 allowing its use at elevated temperatures through the use of high temperature furnaces. Faster heating and cooling rates are necessary to observe microstructural changes in materials and to minimize heating and cooling artifacts during experiments. Yonekura is also the only company marketing a furnace with the rapid heating and cooling rates needed to study the phase changes and freeze them in place. All responsible sources may submit a capability statement, proposal, or quotation which shall be considered by the agency. Challenges must demonstrate the capability to provide all of the listed specifications for the item being requested (maintenance/service agreement). To be considered for evaluation, offerors must quote on all items/services listed in the solicitation. If no challenges to acquire this item are received by 5:30 PM ET on September 11, 2014, the government reserves the right to execute an award without publishing further notification. Detailed capabilities must be submitted to lora.stumpf@netl.doe.gov no later than the time and date noted above. NOTICE: Vendors are strongly encouraged to submit their Request for Quotation (RFQ SF 18) or proposal(s) via the FEDCONNECT.NET portal at www.fedconnect.net. Request for Quotation (RFQ SF 18) or proposal(s) shall also be accepted via email or fax.
