- The Regional Contracting Center Americas, Bldg 1026, Joint Base San Antonio, Fort Sam Houston, TX intends to award a firm-fixed price contract to Rapiscan Systems, 2805 Columbia Street, Torrance, CA 90503. This proposed contract action is for a maintenance service agreement for Rapiscan X-Ray Screening machines model 522B and 618XR, for which the Government intends to solicit and negotiate with only one source under the authority of Federal Acquisition Regulation (FAR) 6.302. The NAICS code of this procurement is 334511 and the size standard is 750 employees. It has been determined that Rapiscan Systems, the original equipment manufacturer, is the only responsible source and no other supplies or services will satisfy agency requirements for this action. The statutory authority for other than full and open competition is 10 U.S.C. 2304(c)(1), as implemented by FAR 6.302-1(a)(2)(iii)(B), Only One Responsible Source and No Other Type of Supplies of Services Will Satisfy Agency Requirements. This notice of intent is not a request for competitive proposals; however, all responsible sources may identify their interest in writing to the Government point of contact. Responses to this notice shall be received by the close date and time identified in this synopsis. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Any contractors who believe they can provide the service and can provide proof of ability to meet the requirements should e-mail their company's capabilities information to the attention of Mary Murray at mary.a.murray14.civ@mail.mil by 12:00 PM CDT, 5 September 2014. Information submitted should support the company's capability to perform the services required. No telephone requests will be honored.
