Description
Notice of Intent FEDBIZOPPS.GOV Announcement: Special Notice Subject: for the purchase of a high pressure liquid chromatography (HPLC) analytical instrument. Solicitation Number: NB647000-14-05000 Response Date: September 7, 2014. Contact Points: Marc Zurasky, Purchasing Agent (303) 497.3246 Jo-Lynn Davis, Contracting Officer (301) 975.6337 Description: The National Institute of Standards and Technology (NIST) intends to award, on a sole-source basis. Under the authority of FAR 13.106-1 (b) (1), with Thermo Scientific. The National Institute of Standards and Technology (NIST), Applied Chemicals and Materials Division, and the Materials for Biological Environments Group, has a requirement for a high pressure liquid chromatography (HPLC) analytical instrument for electrochemical catalysis experiments. These experiments are performed in a bulk background electrolyte (aqueous) solution, where we would like to measure reactants and products that end up in the solution before and after the catalysis reaction. To measure these various types of compounds that are dissolved in aqueous solutions, we need a high pressure liquid chromatography (HPLC) analytical instrument, Sole Source determination is based on the market research that shows the Applied Chemicals and Materials Division and the Materials for Biological Environments Group have found, only an HPLC system from Thermo Fisher Scientific will directly interface and connect with our current other Thermo Fisher Scientific systems, including a gas chromatograph (GC) with a thermal conductivity detector and a Fourier Transform Infrared Spectroscopy (FTIR) instrument. Both the GC and the HPLC must be able to interface with and be connected to the FTIR instrument to be able to use FTIR as an analyte detection measurement method, in addition to the other detectors on the GC/HPLC systems. A determination by the Government whether to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purposes of determining whether to conduct a competitive procurement. North American Industry Classification System (NAICS) code, for this acquisition is 334516, and the size standard is 500. No solicitation package will be issued. This notice of intent is not a request for quotations. However, responses received by September 7, 2014, will be considered by the Government.
