- Statement of Work THIS IS A COMBINED SYNOPSIS/SOLICITATION FOR COMMERCIAL ITEMS PREPARED IN ACCORDANCE WITH THE FORMAT IN FAR SUBPART 12.6-STREAMLINED PROCEDURES FOR EVALUATION AND SOLICITATION FOR COMMERCIAL ITEMS-AS SUPPLEMENTED WITH ADDITIONAL INFORMATION INCLUDED IN THIS NOTICE. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; QUOTATIONS ARE BEING REQUESTED, AND A WRITTEN SOLICITATION DOCUMENT WILL NOT BE ISSUED. THIS SOLICITATION IS BEING ISSUED USING SIMPLIFIED ACQUISITION PROCEDURES UNDER THE AUTHORITY OF FAR SUBPART 13.5 TEST PROGRAM FOR CERTAIN COMMERCIAL ITEMS. This solicitation is a Request for Quotations (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-76 effective August 25, 2014. The associated North American Industrial Classification System (NAICS) code for this procurement is 334516 with a small business size standard of 500 employees. This acquisition is being procured using full and open competition. Simplified acquisition procedures will be utilized. The National Institute of Standards and Technology (NIST)/ Material Measurement Laboratory, Materials Measurement Science Division has a requirement for a micro-focused X-ray fluorescence spectrometer (µXRF) instrument capable of analyzing X-rays fluoresced from a sample in an X-ray chamber. Each µXRF has four basic components: 1) An X-ray tube 2) A polycapillary optic 3) An X-ray detector 4) A sample stage The X-ray tube generates what are known as "incident" X-rays. These X-rays are focused into a small spot approximately 50 µm in diameter by a polycapillary optic. Once focused, the X-ray beam is addressed to a flat, polished sample placed on the sample stage. The sample emits secondary or "fluoresced" X-rays, which are then received by the X-ray detector. Modern µXRF instruments us silicon drift detectors (SDDs) as the primary X-ray detectors in the system. By automating the motion of the sample stage and collection of the fluoresced X-rays, the µXRF can be used as an imaging instrument. X-ray images, also known as hyperspectral images or X-ray spectrum images are the primary method by which complex, large samples are analyzed in the MMSD. This type of instrumentation has been in use at NIST for the past seven years. Numerous talks and publications have been given based on data acquired on the µXRF. The instrumentation is invaluable as a measurement tool, both for quality control of NIST SRMs and as a method for analyzing complex, heterogeneous materials. It is integral to MMSD specific research, which includes the development of methods and techniques for analyzing complex materials using the µXRF. At present, the Eagle III µXRF in the laboratory is out-of-date and has a number of broken parts. The decision has been made to purchase a new system with modern components. The newer system must produce X-ray images much faster and more efficiently than the older models. Most importantly, the new system must be equipped with a silicon drift detector, capable of counting at rates well above 10,000 counts per second. All responsible quoters shall provide a quotation for all of the following line items. LINE ITEM 0001 - Quantity 1 each Micro-Focused X-ray Fluorescence Spectrometer. The quoted equipment must meet all specifications identified in the attached statement of work. LINE ITEM 0002 - Quantity 1 Job - Installation Installation must meet all requirements identified in the attached statement of work. LINE ITEM 0003 - Quantity 1 Job - Training Training must meet all requirements identified in the attached statement of work. LINE ITEM 0004 - Quantity 1 Year - Warranty Warranty must meet all requirements identified in the attached statement of work. DELIVERY Delivery, installation and training shall be completed not later than five months after award. Delivery terms shall be FOB Destination. FOB DESTINATION MEANS: The contractor shall pack and mark the shipment in conformance with carrier requirements, deliver the shipment in good order and condition to the point of delivery specified in the purchase order, be responsible for loss of and/or damage to the goods occurring before receipt and acceptance of the shipment by the consignee at the delivery point specified in the purchase order; and pay all charges to the specified point of delivery. EVALUATION CRITERIA AND BASIS FOR AWARD The Government intends to award a purchase order resulting from this solicitation to the responsible quoter whose quotation is the lowest priced, technically acceptable quotation. Technically acceptable means that the quoted equipment meets all requirements of all line items. PRICE Price shall be evaluated for all quoters whose quotations are determined technically acceptable. Price will be evaluated to determine that total price is consistent with the technical portion of the quotation and is a fair and reasonable overall price to the Government. REQUIRED SUBMISSIONS All quoters shall submit the following: 1) An original and one copy of an FOB Destination price quotation which addresses all Line Items; 2) Two (2) originals of technical description and/or product literature. Quoters shall include the manufacturer, make and model of the product, manufacturer sales literature or other product literature which CLEARLY DOCUMENTS that the offered product meets all requirements of all line items. It is the responsibility of the quoter to ensure that all requirements are clearly documented; 3) A description of the proposed warranty; 4) This is an Open-Market Combined Synopsis/Solicitation for equipment as defined herein. The Government intends to award a Purchase Order as a result of this Combined Synopsis/Solicitation that will include the terms and conditions that are set forth herein. In order to facilitate the award process, ALL quotes shall include a statement regarding the terms and conditions herein as follows: The offeror shall state "The terms and conditions in the solicitation are acceptable to be included in the award document without modification, deletion, or addition." OR The offeror shall state "The terms and conditions in the solicitation are acceptable to be included in the award document with the exception, deletion, or addition of the following: Offeror shall list exception(s) and rationale for the exception(s) 5) The DUNS number for the quoter's active System for Award Management (SAM) registration. Quoters must have an active registration at www.SAM.Gov when the quotation is submitted to be considered for award; 6) The country of origin for the quoted equipment.
