- Notice of Intent to award FEDBIZOPPS.GOV Announcement: Special Notice Subject: for services to be conducted on TA Instrument Q2000 DSC. Solicitation Number: NB647000-14-04992 Response Date: September 7, 2014. Contact Points: Marc Zurasky, Purchasing Agent (303) 497.3246 Jo-Lynn Davis, Contracting Officer (301) 975.6337 Description: The National Institute of Standards and Technology (NIST) intends to award, on a sole-source basis. Under the authority of FAR 13.106-1 (b) (1), with TA Instruments. The National Institute of Standards and Technology (NIST), the Material Measurement Laboratory (MML), and the Applied Chemicals and Materials Division (ACMD) has a Q2000 Differential Scanning Calorimeter (DSC) with modulated DSC capabilities (SN: 2000-2171) and an RCS-90 cooling accessory (SN: RCS1-3276) that was purchased from TA Instruments - Waters LLC. This instrument is used to support a number of research projects at NIST, including research on both conventional and non-conventional liquid fuels and ongoing comprehensive thermo physical property measurements of industrially relevant fluids and solids. Sole Source determination is based on the market research that shows the system (Q2000 DSC (SN: 2000-2171) and RCS-90 cooling accessory (SN: RCS1-3276)) was purchased from TA Instruments - Waters LLC. It is a proprietary hardware and software system. Service and repair of the Q2000 DSC requires intimate knowledge of the hardware and software. TA Instruments has developed a proprietary DSC cell and has written the software that controls the system, including the modulated capabilities that were a determining factor in the purchase of the instrument. A determination by the Government whether to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purposes of determining whether to conduct a competitive procurement. North American Industry Classification System (NAICS) code, for this acquisition is 811219, and the size standard is $20.5. No solicitation package will be issued. This notice of intent is not a request for quotations. However, responses received by September 7, 2014, will be considered by the Government.
