- JUSTIFICATION FOR OTHER THAN FULL AND OPEN COMPETITION I. CONTRACTING ACTIVITY Department of the Air Force, AFTC/PZIO, Eglin AFB, FL proposes to acquire the items described below with a "Justification for other than Full and Open Competition". PR # F1T4AS4169A002. II. NATURE AND/OR DESCRIPTION OF THE ACTION BEING PROCESSED The use of other than full and open competition for the SecureOffice Webshield Software License and Support for the 53rd CSS. This is a new requirement that we intend awarding on a Firm-Fixed-Price contract. This requirement has been contracted at Eglin previously. The estimated contract amount is approximately $265,280.00 (for a base plus 4 option years) for the purchase of SecureOffice Webshield Software License and Support for a contract period of one year plus four option years. The estimated award date for this contract is 30 September, 2014. III. DESCRIPTION OF THE SUPPLIES/SERVICES REQUIRED TO MEET THE AGENCY'S NEEDS Raytheon Trusted Computer Solutions' SecureOffice Webshield Software provides a network enterprise software protection solution for classified file sharing in a labeled environment on the Combat Air Force Network (CAFNet). In addition, the product interfaces with all latest Microsoft technologies to include Windows 7, Windows Server 2008R2, Sharepoint2010, and other Microsoft products on the Air Force Enterprise contract. IV. STATUTORY AUTHORITY PERMITTING OTHER THAN FULL AND OPEN COMPETITION 10 USC 2304(c) as implemented by FAR 6.302-1(b)(1)(ii). The unique services needed by the agency are available from only one responsible source. V. DEMONSTRATION THAT THE CONTRACTOR'S UNIQUE QUALIFICATIONS OR NATURE OF THE ACQUISITION REQUIRES THE USE OF THE AUTHORITY CITED ABOVE (APPLICABILITY OF AUTHORITY) In accordance with 10 USC 2304(c), as implemented by FAR 6.302-1(b)(1)(ii), the following conditions preclude competitive full and open competition procurement: The 53 CSS support of the CAFNet mission has continually expanded to meet Air Force needs. During a recent security assessment, it was determined that the network enterprise software must be modernized to meet additional security requirements for classified file sharing with data labeling. Although several solutions were being developed by other Air Force organizations in that time frame, none were able to be successfully accredited and fielded. In 2009, the 53 CSS began working with Raytheon TCS, to test this product to ensure that it would meet the security requirements levied by our National Accreditors. Several products were evaluated and Raytheon TCS' SecureOffice WebShield software was the best solution to meet all mandatory data labeling requirements for classified file sharing IAW the Joint Air Force, Army, Navy (JAFAN) 6/3 directives Only One Responsible Source (FAR 6.302-1) - In the case of the unique capability services, the unacceptable delays in fulfilling the agency's requirements will put the Combat Air Force Network at risk. Although there are other data labeling tools for file sharing available for network enterprises, the Raytheon TCS solution covers all DoD level certification and accreditation requirements for the JAFAN 6/3 mandate. The research was conducted by both the 53 WG, MAJCOM (ACC) and Air Force level (SAF) personnel here at Eglin AFB, Florida. All testing parties agreed that this was the solution that needs to be installed and maintained for the CAFNet Enterprise. PZIOAC believes that award to any other source would result in substantial unacceptable delay. The 53 CSS estimated accrediting and fielding another source would take at the very least 12 months. The impact of this delay would put our secured network at risk of cyber-attack. Accordingly, RTCS is the only firm capable of providing the services described in Section III above without the U.S. Air Force experiencing unacceptable delays in fulfilling its requirements. VI. DESCRIPTION OF EFFORTS MADE TO ENSURE THAT OFFERS ARE SOLICITED FROM AS MANY POTENTIAL SOURCES AS DEEMED PRACTICABLE Research and extensive testing has been accomplished to determine if other sources were available to purchase that would fulfill the full JAFAN 6/3 labeled file sharing directives. A special notice (F1T0EJ4199A001) was posted to the Government Point of Entry (Fedbizopps) with intent to award sole source to RTCS. on 5 August 2014 for 15 days. No other responsible source showed interest in contesting the intent to sole source. VII. DETERMINATION BY THE CONTRACTING OFFICER THAT THE ANTICIPATED COST TO THE GOVERNMENT WILL BE FAIR AND REASONABLE The Contracting Officer will determine the acquisition cost to be fair and reasonable based upon receipt and evaluation of the contractor's quote, utilizing price analysis. Simplified Acquisition procedures will be used to determine RTCS official proposal to be fair and reasonable. GSA Schedule Prices and Previous Contract Award prices were used to determine the price to be fair and reasonable. See contract file, tab 4, for specific market research conducted to determine price fair and reasonable. VIII. DESCRIPTION OF THE MARKET RESEARCH CONDUCTED AND THE RESULTS, OR A STATEMENT OF THE REASONS MARKET RESEARCH WAS NOT CONDUCTED Extensive research has been done to determine if other sources were available to purchase that would fulfill the secure files sharing with data labeling requirements for the CAFNet Enterprise. Although there are other data labeling tools available for network enterprises, this vendor solution covers all DoD level certification and accreditation requirements for the JAFAN 6/3 mandate. The research was conducted by both the 53 WG, MAJCOM (ACC) and Air Force level (SAF) personnel here at Eglin AFB, Florida. All testing parties agreed that this was the solution that needs to be installed and maintained for the CAFNet Enterprise.. IX. ANY OTHER FACTS SUPPORTING THE USE OF OTHER THAN FULL AND OPEN COMPETITION N/A X. LIST OF SOURCES, IF ANY, THAT EXPRESSED INTEREST IN THE ACQUISITION See Attached XI. A STATEMENT OF THE ACTIONS, IF ANY, THE AGENCY MAY TAKE TO REMOVE OR OVERCOME ANY BARRIERS TO COMPETITION BEFORE MAKING SUBSEQUENT ACQUISITIONS FOR THE SUPPLIES OR SERVICES REQUIRED Other data labeling solutions were considered but none have the extensive range capabilities required to fully meet all DoD level certification and accreditation requirements mandated by JAFAN 6/3 requirements. 53 CSS will continue to evaluate other auditing tools as directed by ACC and SAF to determine if future efficiencies/economies can be gained. At that time, we will strive for competition among vendors. XII. CONTRACTING OFFICER'S CERTIFICATION The contracting officer's signature on the Coordination and Approval Document evidences that he/she has determined this document to be both accurate and complete to the best of his/her knowledge and belief (FAR 6.303-2(b)(12)). XIII. TECHNICAL/REQUIREMENTS PERSONNEL'S CERTIFICATION As evidenced by their signatures on the Coordination and Approval Document, the technical and/or requirements personnel have certified that any supporting data contained herein, which is their responsibility, is both accurate and complete (FAR 6.303-2(c)).
