Description
THERE IS NO SOLICITATION AVAILABLE AT THIS TIME. REQUEST FOR A SOLICITATION WILL NOT RECEIVE A RESPONSE. This Sources Sought Synopsis is in support of Market Research being conducted by the United States Army to identify potential production sources, and if this effort can be competitive or a Small Business Set-Aside. The U.S. Army Apache Attack Helicopter Project Office is seeking sources for the Modernized Laser Range Finder Designator (M-LRFD) Lot 4 production. Four parts that make up an M-LRFD laser kit: M-LRFD, Laser cable assembly (LCA), day sensor electronics unit (DEU) voltage cable (DVC), and DEU assembly. These parts can be installed on new Modernized Target Acquisition Designation Sight/Pilot's Night Vision Sensor (M-TADS/PNVS) systems or retrofit existing M-TADS/PNVS Systems. The M-LRFD laser is integral to M-TADS/PNVS and must interface with existing unmodified equipment as well as provide commands for control of existing sub-systems. Interfaces with other OEM equipment are critical to maintain proper operation of the Apache, particularly because the MTADS/PNVS operates on a flight-stabilized servo gimbal. Extremely small tolerances in mass, balance, electromagnetic interference, optical properties, and many manufacturing techniques must be carefully controlled within the system to ensure performance. The first unit equipped after qualification and first article test must be fieldable in twenty-four months after contract award at the sustained rate of up to twenty-two per month. The Government will use this information to determine the best acquisition strategy for this procurement. The Government is interested in all businesses to include 8(a), small business and small disadvantaged business, Service-Disabled Veteran-Owned, Hubzone, and Women-Owned small business concerns. Additionally, please provide any anticipated teaming arrangements, along with a description of similar services offered to the Government and to commercial customers for the past three years. Any responses involving teaming agreements should delineate between the work that will be accomplished by the prime and the work accomplished by the teaming partners. The Government seeks qualified contractors to provide conceptual papers, design information, technology availability, maturity, identification of risks, product descriptions, support requirements, reliability data including Mean Time Between Failure (MTBF) data addressing all or any part of the requirements. Additionally, the U.S. Army is seeking sources with a strong background, history, and/or past performance in streamlining and facilitating rapid acquisition, addressing obsolescence, enhancing USG-contractor interactions, and containing costs with comprehensive cost controls. The contractor shall be capable of furnishing all required labor, material, facilities and equipment to accomplish, test, packing, preservation and packaging, and return to the government in a completely serviceable/like new condition at the unit prices established at the time of a contract award. The contractor will be responsible for recurring and nonrecurring engineering services associated with becoming a qualified source. Contractor will be responsible for supply chain management, logistics, forecasting of parts, long-lead parts procurement, reparable forecasting, obsolescence issues and delivery of serviceable assets. Responders shall provide their product's Technology Readiness Level (TRL) number and back it with evidentiary data. This Sources Sought is to notify companies that the U. S. Army, Redstone Arsenal, AL is seeking sources for the Modernized Laser Range Finder Designator (M-LRFD) Lot 4 production.
