Description
DESCRIPTION: The Department of Commerce, National Institute of Standards and Technology (NIST), intends to negotiate a firm fixed price purchase order, on a sole source basis, with Diversified Technical Systems of Seal Beach, CA for the purchase of eight 3-Axis Accelerometers for Drop Mass Equipment Upgrade currently existing at NIST under other than full and open competition by the authority of FAR 13.106 (b). Only one responsible source and no other supplies or services will satisfy agency requirements: A sole source determination is based on the following: Only Diversified Technical Systems can meet our technical requirements. Specifically no other vendor can meet the NIST requirements for: The specific accelerometers required by the drop mass system at NIST, specifically for the connectivity of the 3-axis accelerometers to the data recorder and requires. DTS utilizes a miniature circular locking 3 single channel 7 pin connector that is used to power and communicate between the SLICE data recorder and the accelerometer, creating the calibration files that allow the data acquisition recorder to read the correct acceleration from the accelerometer. In this manner, we receive a calibrated accelerometer that works directly with the DTS system. This purchase request is for 8 3-Axis Accelerometers for Drop Mass Equipment Upgrade. The need to maintain operational capability of the SLICE Nano data recorder, which was previously purchased from DTS, is not possible through a third party vendor that does not have access to the DTS programming The North American Industry Classification System (NAICS) code for this acquisition is 811219, and the size standard is $35.5 mil. No solicitation package will be issued. This notice of intent is not a request for competitive quotations; however, interested persons may identify their interest and capability to respond to this requirement. The Government will consider responses received by 12:00 p.m. (EST) on September 8, 2014. Inquiries will only be accepted via email to Sylveita.Jones@nist.gov No telephone requests will be honored. A determination by the Government not to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement in the future.
