Description
Notice of Intent: The USDA, ARS, MSA intends to award a sole source procurement to Vetel Diagnostics, Inc, 4850 Davenport Creek Rd., San Luis Obispo, CA. 93401, as they are the sole source for this type of ultrasound system pursuant to the authority of 41 U.S.C. 253(c)(1) and FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy agency Requirements. The award will be for an ultra sound system that incorporates Zone Imaging Technology that captures image data in zones rather than lines to vastly enhance image quality. This technology which is proprietary to Vetel Diagnostics, also allows the instrument to make automatic adjustments on settings to maximize image resolution and quality. Doppler ultrasonography is a technology that has been extensively used by our programs in evaluating vascular responses to toxicants. We have primarily used this technology to evaluate blood flows in vessels at shallow depths, and have not had instruments with the resolution needed to obtain blood flow characteristics of deeper vessels. The manufacturer of the instrument we are procuring has proprietary rights to the Zone Imaging Technology that greatly enhances image resolution. Our research requires this technology to accurately determine altered blood flow characteristics in deeper large vessels. This technology also satisfies our requirement to accurately make assessment of carcass-related traits of live food animals. The ultrasound unit will also be used to assess tissue and organ damage from the consumption of plant-derived toxins, and for assessing fat consumption of muscles and body cavities. Specifically the instrument must possess the Zone Sonography Technology that can provide the high resolution that is necessary for obtaining blood flow patterns of deeper blood vessels and accurately assessing tissue damage and comparing fat deposition among experimental variables. The Government intends to award a firm fixed price Purchase Order on or about September 18, 2014, using Simplified Acquisition Procedures. This Notice of Intent is not considered a Request for Quotation (RFQ) nor is it a Request for Proposals (RFP). No solicitation document is available and telephone requests will not be honored. Interested persons may identify their interest and capability to respond to this requirement. A determination by the Government not to compete this proposed contract based on responses to this notice is solely within the discretion of the Government. The Government will consider all responses received by 4:00PM central time, September 17, 2014. Information received will be considered solely for determining whether to conduct a competitive procurement.
