- THERE IS NO SOLICITATION AVAILABLE AT THIS TIME. REQUEST FOR A SOLICITATION WILL NOT RECEIVE A RESPONSE. This Sources Sought Synopsis is in support of Market Research being conducted by the United States Government (USG) Army Contracting Command Redstone Arsenal (ACC-RSA) to identify potential production sources, and if this effort can be competitive or a Small Business Set-Aside. The ACC-RSA is seeking sources for the Modernized Radar Frequency Interferometer (M-RFI) Lot 1 production ship-sets and spares for the Apache AH-64D and E models. The M-RFI must be compatible and fully integrated with Passive Ranging and the existing interfaces and equipment. The M-RFI must be configured with encryption technology that meets the National Security Administration (NSA) requirement for data installed on USG aircraft. ACC-RSA is interested in all businesses to include 8(a), small business and small disadvantage business, Service-Disabled Veteran-Owned, Hubzone, and Women-Owned small business concerns. Additionally, please provide any anticipated teaming arrangements, along with a description of similar services offered to the Government and to commercial customers for the past three years. Any responses involving teaming agreements should delineated between the work that will be accomplished by the prime and the work accomplished by the teaming partners. ACC-RSA seeks qualified contractor to provide conceptual papers, design information, technology availability, maturity, identification of risks, product description, support requirements, reliability data including Mean Time Between Failure (MTBF) data addressing all or any part of the requirements or discussion points listed above. Additionally, ACC-RSA is seeking sources with a strong background, history, and /or past performance in streamlining and facilitating rapid acquisition, addressing obsolescence, enhancing USG-contractor interactions and containing costs with comprehensive cost controls. All interested qualified sources are encouraged to submit written notification of their interest, qualifications, and technical concepts to Patrick Walker, Contracting Officer via e-mail at Patrick.c.walker.civ@mail.mil. The submission of this information is for planning purposes and is not to be construed as a commitment by the USG to procure any items, nor does the USG intend to award on the basis of this request for sources sought or otherwise pay for the information solicited. Suspense is 15 days after the release date of this sources sought.
