Description
Request for Information (RFI) for Flight Activity Maintenance and Modification Support Services (FAMMSS) THIS IS A REQUEST FOR INFORMATION ONLY. This is a market survey for planning purposes only and no award will be made as a result of this Request for Information (RFI). This RFI will be used to identify interested sources. Funding is not available at this time. Submitting your company information does not bind the Department of Army for any future solicitations or contracts resulting from this RFI. This RFI is to gather information to assist the Intelligence and Information Warfare Directorate (I2WD)/CERDEC Flight Activity (CFA) in the acquisition of support services to provide Flight Activity Maintenance and Modification Support Services (FAMMSS) to I2WD, CFA and any CERDEC activity or Programs requiring Aircraft and Avionic Unit or Intermediate level maintenance, aircraft or avionic modification and prototype research, development and fabrication for assigned aircraft. These services are currently being provided through the Aviation, Integration and Maintenance Services (AIMS) contract that was awarded under the 8a Small Business Development Program. These support services include maintenance, logistics, technical, engineering, program management, prototype development and fabrication and operation expertise in support of intelligence, electronic warfare and information operations system development and aircraft and avionic unit and intermediate level maintenance. The service provider will provide all personnel, supervision, equipment, tools, materials, and other items and services necessary to provide maintenance and modifications to support aircraft. The aviation, integration and maintenance services are required to support CFA on Joint Base McGuire Dix Lakehurst (JBMDL) in Lakehurst, NJ. Similar services will also be provided to the Night Vision Flight Activity (NVFA) of the Night Vision and Electronic Sensors Directorate (NVESD), Davison Army Airfield (DAA), Ft. Belvoir, VA and any successor organization that may evolve and its elements at other locations. Services will also be provided to Program Managers and customers developing aircraft and avionics systems for their mission areas. The services are for Aviation Unit Maintenance (AVUM) and Aviation Intermediate Maintenance (AVIM), prototype Research & Development (R&D), aircraft modification support, technical supply services and engineering support to all aircraft, Unmanned Aerial Vehicles (UAV) and support equipment assigned, loaned or attached to the CFA, and the NVFA. Services will be provided in the areas of: Aircraft Maintenance, Production Control, Quality Control, Flight Line Duties, Maintenance of Avionics Equipment, Ground Support, Aviation Life Support Equipment, Safety Equipment, Engineering and Technical Support, Systems Engineering and Subsystem Integration. Knowledge of all areas of aviation is required. Examples are: Ground Operation of Aircraft, Aircraft Recovery, Recovery Procedures, Parts cannibalization procedures, systems engineering support, test and evaluation, independent assessments, flight records, crewmember and non-crewmember support, travel both CONUS and OCONUS. The CFA also supports the reset program for aviation tools and support equipment to include but not limited to the following systems: Aviation Foot Lockers (AFL), Aviation Unit Maintenance (AVUM) A92 Shelters, Aviation Intermediate Maintenance Shop Set (AVIM SS), Unit Maintenance Aerial Recovery Kits (UMARK), Digital Aircraft Weighing Scales (DAWS), Aviation Vibration Analyzer (AVA) Test Set, Pitot and Static Test Set (PSTS), New Aviation Tool Sets (NATS). This will entail standardizing equipment via the application of modernization kits and modernization programs, and providing the opportunity to establish parts-marking capabilities, which comply with DOD's item-unique identification requirements. I2WD/CFA is interested in receiving information on aviation support programs in existence, type of effort performed for those programs, information on experience with fixed wing and rotary wing aircraft, such as; UV-18A, Dash-7, Dash-8, RC-12D,H,K,N, P and X, C-12, C-130, UH-60A, UH-60L, UH-60M and AH-64. Describe experience in maintenance and integration, experience in Quality Assurance and available staff to support this type of aviation, integration and maintenance effort. Security requirements for the basic contract will be as follows: Top Secret (TS), Secret, Sensitive Compartmented Information (SCI) and COMSEC. Responses to this RFI should include a white paper of no more than 20 pages describing your experience in the of Aviation Unit Maintenance (AVUM) and Aviation Intermediate Maintenance (AVIM), prototype Research & Development (R&D), aircraft modification support, technical supply services and engineering support to all aircraft including Unmanned Aerial Vehicles (UAV's) as well as points of contact for Government sponsors, where applicable. Responses are to be received within 21 calendar days of the date of this notice (by 11:59PM on Tuesday, September 23, 2014). All information must be in writing or via email (michael.m.gomes.civ@mail.mil). Telephone requests for additional information will not be honored. If you choose to submit proprietary information, mark it accordingly. Classified information will not be required nor accepted. The North American Industry Classification System is 488190. The Small Business size standard for this code is $30,000,000. The period of performance will be one (1) base year plus four (4) option years. The approximate performance period will be 1 March 2017 to 28 February 2022. The total contract period will not exceed five (5) years. Award will be made using Lowest Price Technically Acceptable procedures in accordance with FAR Part 15.
