Description
INTRODUCTION This is a pre-solicitation non-competitive notice of intent synopsis to award a contract without providing for full or open competition. THIS IS A NOTICE OF INTENT, NOT A REQUEST FOR PROPOSAL. A SOLICITATION WILL NOT BE ISSUED AND PROPOSALS WILL NOT BE REQUESTED. The National Institute on Drug Abuse (NIDA), Consolidated Station Support and Simplified Acquisitions (CSS/SA) Branch intends to negotiate and award a purchase order to the University of Maryland for Data Collection and Analyses on the Temperament, Pediatric anxiety, and Prevention studies without providing for full and open competition. NORTH AMERICAN INDUSTRY CLASSIFICATION SYSTEM (NAICS) CODE The procurement is classified under 541990 - All Other Professional, Scientific, and Technical Services with a Size Standard of $14.0 Million. REGULATORY AUTHORITY The resultant contract will include all applicable provisions and clauses in effect through the Federal Acquisition Circular 05-76 dated August 25,2014. This acquisition is for a non-commercial item or service and is conducted under the procedures as prescribed in FAR Part 13-Simplified Acquisition Procedures. This acquisition is NOT expected to exceed the simplified acquisition threshold. STATUTORY AUTHORITY This acquisition is conducted under the authority of the authority of FAR Subpart 13.106-1(b)(1)(i). PURPOSE AND OBJECTIVES The purpose of this acquisition is to assemble a data set that will support findings from current Section on Development and Affective Neuroscience (SDAN) and the Child Development Laboratory (CDL) studies designed to examine brain structure and function within temperamentally fearful, exuberant and temperamentally moderate, typically developing children that are associated with various person-specific factors, including aspects of cognitive development, chronological age, and psychopathology. PROJECT DESCRIPTION The contractor shall assemble a data set that includes a total of n=50 subjects; half of these subjects will be studied at NIMH, and the other half will be studied at the Department. However, the data for all n=50 subjects will be analyzed at the Department. The contractor will be in charge of completing data analysis for this set of 50 subjects. PERIOD OF PERFORMANCE The period of performance will be 12 months after award date. A firm fixed price purchase order is anticipated. CONTRACTING WITHOUT PROVIDING FOR FULL OR OPEN COMPETITION DETERMINATION The determination by the Government to award a contract without providing for full and open competition is based upon the market research conducted. Specifically, the requested contract represents an extension of ongoing work. The purpose of this work is to demonstrate comparability of findings across research laboratories. Such a demonstration requires considerable up-front investment among the collaborating institutions to demonstrate the feasibility of the proposed work and to establish reliability of the procedures. Few research groups exist anywhere in the world that would have the necessary resources to support such an initial up-front investment. This factor led to the prior contract supporting the ongoing collaboration between the NIMH and the contractor. For the current contract, it would be prohibitively expensive to try to establish a relationship with another contractor to support such a cross-site collaboration, and such alternative arrangement would have a relatively low probability of success. Therefore, it is not feasible to implement the proposed work with another contractor. The NIMH research group is in regular contact with other research groups around the world. Through these contacts, efforts have been made to identify other suitable partners for the proposed research collaboration. These efforts have involved meetings with other scientists at scientific meetings. No other scientists could be found who possessed the necessary expertise to support the proposed collaborative research. CLOSING STATEMENT THIS SYNOPSIS IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. However, interested parties may identify their interest and capability to respond to this notice. Responses to this notice shall contain sufficient information to establish the interested parties' bona-fide capabilities for fulfilling the requirement and include: unit price, list price, shipping and handling costs, the delivery period after contract award, the prompt payment discount terms, the F.O.B. Point (Destination or Origin), the Dun & Bradstreet Number (DUNS), the Taxpayer Identification Number (TIN), and the certification of business size. All offerors must have an active registration in the System for Award Management (SAM) www.sam.gov." A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. The information received will normally be considered solely for the purposes of determining whether to proceed on a non-competitive basis or to conduct a competitive procurement. All responses must be received by the closing date and time of this announcement and must reference the solicitation number.
