Description

The Department of Veterans Affairs Medical Center, VISN 19 Network Contracting Office (NCO19), on behalf of Denver VAMC, plans to contract by means of other than full and open competition for the Research Electronic Data Capture (REDCap) system laboratory hosting at the University of Colorado-Denver. The Government intends to award a sole source contract for this requirement. The NAICS code is 541220 and the classification code is Q301. The vendor is Regents of the University of Colorado, 13001 E 17th Place Bldg. 500 W1126, Aurora, CO 80045-2570. Requested items consist of a base+4 year award for laboratory hosting services. The laboratory lease is a supplement to the memorandum of understanding executed between the University and the VA's clinical research studies. All information is to be submitted at no cost to the Government. This is not a request for proposal. However, companies that can provide an equal product must submit their technical capabilities to include the technical specification of their facilities, past performance information, and prices for a 12 month lease base year and four subsequent years thereafter. The information submitted will be reviewed by the Government's technical representatives for consideration. Responses to this notice should include the following the name and address of company, Dun & Brad street number, business size, capability statement, and any other pertinent information that demonstrates the firm's ability to meet the above requirement. DEPARTMENT OF VETERANS AFFAIRS Justification and Approval For Other Than Full and Open Competition 1. Contracting Activity: Department of Veterans Affairs, VISN 19, Eastern Colorado Health Care System Medical Center, Rocky Mountain Acquisition Center. Propose a Justification for Other Than Full and Open Competition for Purchase Request 554-14-3-5400-0948. 2. Nature and/or Description of the Action Being Processed: Propose new contract be awarded on a sole source basis to the University of Colorado Denver (UCO) Development and Informatics Service Center (DISC) to provide REDCap hosting services in support of VA Research studies. 3. Description of Supplies/Services Required Meeting the Agency's Needs: Our academic affiliate, the University of Colorado Denver, hosts the Research Electronic Data Capture (REDCap) System. The requested services are to allow access and use of this REDCap instance for disclosure of VA research data. 4. Statutory Authority Permitting Other than Full and Open Competition: 41 USC §253{c), as implemented by FAR 6.302-1: (1) Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements per FAR 6.302-1 5. Demonstration that the Contractor's Unique Qualifications or Nature of the Acquisition Requires the Use of the Authority Cited Above (applicability of authority): The University of Colorado Development and Informatics Service Center hosts the UCD REDCap System. This system will be utilized for collaborative UCD/ECHCS research studies. There is no other contractor to provide these services as UCO hosts its own the REDCap system. 6. Description of Efforts Made to ensure that offers are solicited from as many potential sources as deemed practicable: 7. Determination by the Contracting Officer that the Anticipated Cost to the Government will be Fair and Reasonable: The University of Colorado Denver charges the same hosting fees to all affiliated customers of the UCD REDCap System. Per the attached MOU, no expenditures or financial commitments shall be made without the written concurrence of both parties. 8. Description of the Market Research Conducted and the Results, or a Statement of the Reasons Market Research Was Not Conducted: 9. Any Other Facts Supporting the Use of Other than Full and Open Competition: A Memorandum of Understanding exists between VA Eastern Colorado Health Care System and the Regents of the University Of Colorado Office Of Information Technology regarding the disclosure of VA ECHCS research data into the UC Denver REDCap System. 10. Listing of Sources that Expressed, in Writing, an Interest in the Acquisition: See Section VI above. 11. A Statement of the Actions, if any, the Agency May Take to Remove or Overcome any Barriers to Competition before making subsequent acquisitions for the supplies or services required: We expect to continue these REDcap services in future years. 12. Requirements Certification: I certify that the requirement outlined in this justification is a Bona Fide Need of the Department of Veterans Affairs and that the supporting data under my cognizance, which are included in the justification, are accurate and complete to the best of my knowledge and belief.
