Description
This notice is a combined synopsis/solicitation for commercial supplies prepared in accordance with the format in FAR 12.6, as supplemented with additional information included herein. This announcement constitutes the only solicitation; offers are being requested and a written solicitation will not be issued. This notice is being issues as a request for quotes (RFQ). This purchase request is for a SCan Transportable Emulation Platform to be procured using the brand name or equal method permitted under FAR 11.104. This procurement is for a modified version of the following satellite communications trailer SquireTech pCom XL Tactical Communications Trailer or equivalent. SquireTech pCom XL Tactical Communications Trailer or equal The procurement requires a satellite-based communications trailer. The trailer shall meet or exceed the salient characteristics shown below: Roof-mounted, Ka-band, 1.2 meter offset-feed antenna dish with feed, positioner/ tracker/controller (comparable to the AvL Model 1278 Mobile VSAT) to support Satellite News Gatheringand standard services (comparable to ViaSat or HughesNet). Auto dish deployment/stow with manual backup A second roof-mounted Ka-band, 1.2 meter, offset-feed antenna dish with feed support, positioner/tracker/controller (comparable to the AvL Model 1278 Mobile VSAT). Auto dish deployment/stow with manual backup Satellite-based telephonic communications system that supports both voice and Ethernet-based services (comparable to the Iridium 9555 Docking Station, Model ASE-DK100), internally mounted Deployable 30 foot radio mast/tower with manual backup to support extended wifi, site lighting, and camera surveillance Mast-mounted, DC, LED, site flood lighting (comparable Whelen Pioneer Plus, high-power LED lights) Mast-mounted, 360 surveillance camera (comparable to Axis Communications Model Q6032 with ruggedized enclosure for outdoor use) Mast-mounted, long-range, omni-directional, 802.11 a/b/g/n wireless, wifi antenna/access point Multi-port (minimum four Ethernet ports) enterprise VoIP gateway, router, and switch, with 8 - 12 two-wire telephone ports Multi-port (minimum four Ethernet ports) LAN smart switch with VLAN capabilities, port management, and control Rack-mounted, ruggedized, high-speed computer/controller with 16 GB of RAM (comparable to CyberPower PC Model SLC6000 performance, but rack-mountable) with Ethernet hardware ports to accommodate the control of all Ethernet-compatible equipment plus two spare ports Environmentally-controlled (i.e. HVAC) equipment bay with a minimum of 40 RU space/mounting with back panel access Additional storage space for non-electronics equipment (e.g. tools, etc.) with external access 10 - 12 KW Diesel Generator Minimum 90 gallon diesel fuel cell 20 amp shore power (120 Volts AC) outlets, minimum two, with transfer switch capable of fully operating the trailer and equipment Externally accessible accessory duplex outlet past the transfer switch that is energized by either shore or generator power Trailer anti-theft system (e.g. removable hitch, tongue-lock, etc.) Dual axle chassis with electric brakes and spare Tire Deployable leveling jacks with manual backup to level and stabilize the trailer The provisions and clauses in their RFQ are those in effect through FAC 2005-73. This procurement is a total small business set aside. The NAICS Code and small business size standard for this procurement are 334220 and 750 employees. All responsible sources may submit an offer that will be considered by the agency. The government intends to acquire these commercial items using FAR Part 12. GSA Contractors were contacted prior to this posting. NASA GRC recieved no successful GSA Bids. Offers for the item(s) described above are due by 9/15/2014 by 4:30pm EST via email to: Daniel.m.saccomando@nasa.gov and must include, solicitation number, proposed performance schedule, discounts/payment terms, warranty duration (if applicable), Cage Code, DUNS Number, Small Business Size Determination, and shipping terms. FAR 52.212-4, Contract Terms and Conditions is applicable. ADDENDUM TO 52.212-4 are as follows: 1852.215-84 Ombudsman. (NOV 2011), 1852.223-72 Safety and Health (Short Form). (APR 2002), 1852.25-70 Export Licenses (FEB 2000), 1852.237-73 Release of Sensitive Information (JUN 2005).
