Description
Sole Source J&A Gum Tester B240 THIS IS A SOLE SOURCE SYNOPSIS! The 45 th Contracting Squadron has a sole source requirement to procure and install one (1) Gum Content Tester. The system will be used to determine existent gum in jet or rocket fuels, such as RP-1 and motor gasoline. The system must be a Semi-Automatic Gum Content Tester, five-unit dry-heat bath, capable of determining Gum Content in air in accordance with ASTM D 381. (Note: Gum content is the residue of substances mainly aircraft fuels and motor gasoline under investigation which cannot be evaporated under test conditions. The gum content is measured in units of mg/100 ml) The instrument must have a safety-multifunction head for simultaneous positioning of all five pre-adjusted inlet-tubes to preheating or working-positing. The handle must be in a position where air is not hazardous to operator The instrument must operate with 115V, 50/60 HZ The instrument must operate at temperature range of ambient to +246 degree C and have a manual air supply control value, manometer with preset calibration marks for air-flow at 160 degree C and 233 degree C The instrument must have a digital electronic heating block control, over-temperature protection for the block The instrument must have a 5-place metal heating block with housing of stainless steel and with strong temperature insulation Instrument must be supplied with 10 glass beakers, 1 thermometer, 1 pressure reducer with filter and hose, 1 tong, made of stainless steel The instrument must be a model currently production. Refurbished or demonstrator instruments are not acceptable. This is a Sole Source with Anton Paar USA, Inc. IAW FAR 6.302-1. Anton Paar USA, Inc. is the only source capable of fulfilling the government's requirement because ASTM-D-381 is the referee test method for AF jet fuel. The Aerospace Fuels Laboratory at CCAFS provides jet and rocket fuel testing and verification of fuel quality to the 45SW and its customers. Gum content is a crucial test used to verify the quality of jet fuel, diesel fuel and RP-I rocket fuels. This technology will be crucial for verification of various synthetic or biologically derived fuels in the future. The Gum Content Tester must meet the following salient characteristics: Unit shall fully conform to ASTM D-38 l test requirements. Unit shall have safety interlock so that no test start shall be allowed until the analyzer confirms a check list of items has been addressed. Unit shall have a Safety-Multifunction Head for simultaneous positioning of all 5 pre-adjusted inlet­ t ubes to pre-heating or working-position. Unique Qualifications: The Gum Content Tester supplied by Anton-Paar is the only known instrument of this type that has a Safety-Multifunction Head for simultaneous positioning of all 5 pre-adjusted inlet-tubes to pre-heating or working-position. The Safety-Multifunction Head allows the operator to load the Gum Residue Tester without risk of burns from heated air. This unique feature will significantly improve laboratory safety. The attached Sole Source Justification has been made available for review. No solicitation documents exists at this time. This item/service utilizes North American Industry Classification System (NAICS) code of 334516. Interested firms may identify their capability to respond to this requirement. This notice of intent is not a request for competitive quotes; however, the government will consider any responses from capable sources received within 10 days after date of publication of this synopsis. 45 CONS/LGCB has determined that Anton Paar USA, Inc. is the only source capable of providing this requirement.
