- PLEASE READ THIS NOTICE CAREFULLY AS IT CONSTITUTES THE ONLY NOTICE THAT WILL BE ISSUED. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in the Federal Acquisition Regulations (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. Interested parties are responsible for monitoring this site to ensure that they have the most up to date information about this acquisition. No partial quotes will be considered. No partial awards will be made. The Request for Quote (RFQ) number is PR-0010762 and is being conducted as a 100% small business set-aside. The NAICS Code for this requirement is 333316 - Photographic and Photocopying Equipment Manufacturing; the size standard is 1000 employees. The resultant contract will be a firm-fixed price contract. This RFQ incorporates provisions and clauses that are in effect through Federal Acquisition Circular 2005-76. This requirement will be awarded on an all or none basis as a commercial item, fixed-price purchase order under the procedures in FAR Parts 12 and 13. The FBI currently has a requirement for specific brand-name photographic equipment to include cameras, scanners, printers, and photographic stands to support the detection, processing, testing, characterization, and preservation of latent fingerprint evidence. This analysis is critical for trending to obtain viable and useful intelligence. The requested brand names are necessary to will support the FBI's analysis capability by allowing teams to expedite current production levels. These devices are perfectly compatible with the current FBI inventory in active use. This capability supports continued operations, avoids incompatibility issues, unnecessary costs for re-writing software and enhances FBI capabilities. No other devices match the compatibility necessary to maintain agency testing standards. The requested photographic equipment with the indicated specifications is only equipment that will meet the requirements of the FBI. ***SPECIAL SOLICITATION INFORMATION*** The equipment in this solicitation will be used in a new building currently under construction for the FBI in Huntsville, AL. The equipment cannot be installed until after the FBI has taken possession of the building, which is tentatively scheduled for early-to-mid October 2014. However, due to the large amount of equipment that needs to be installed, it may be several months before installation of this equipment may occur. By submitting a quote, the Offeror understands that if it is the awardee, it cannot invoice and/or receive payment until after the equipment has been installed and final acceptance has been made by the FBI. FAR 52.247-34, (Nov 1991) - FOB Destination: FBI/TEDAC Huntsville, ATTN: Stephanie Futrell, 4940 Fowler Road, Redstone Arsenal, AL 35898. The contractor shall extend to the Government full coverage under a normal commercial warranty. Acceptance of the warranty does not waive the Government rights with regard to the other terms and conditions of this contract. The warranty period shall begin upon final acceptance of all items provided to the Government by the Contractor.
