- PLEASE READ THIS NOTICE CAREFULLY AS IT CONSTITUTES THE ONLY NOTICE THAT WILL BE PUBLISHED. The Federal Bureau of Investigation (FBI) intends to negotiate a one-time sole source contract with Thermo Electron North America LLC, 1400 Northpoint Parkway Suite 50, West Palm Beach FL, 33407. The Government intends to negotiate with only one source under the authority of FAR 6.302-1. This notice will be distributed solely through the General Services Administration's (GSA) Federal Business Opportunities (FBO) Website (www.fedbizopps.gov). Interested parties are responsible for monitoring the FBO site to ensure they have the most up-to-date information about this acquisition. The North American Classification System Code is 334516, Analytical Laboratory Instrument Manufacturing; the size standard is 500 employees. The Federal Bureau of Investigation (FBI) intends to award a non-competitive, sole source contract to Thermo Electron North America LLC, 1400 Northpoint Parkway Suite 50, West Palm Beach FL, 33407 for one (1) Thermo Fisher Scientific Nicolet iS50 Analytical Flex FTIR Spectrometer with custom software. Services are being procured under FAR 13.5, Simplified Acquisition Procedures. The FBI has a mission to perform examinations as a significant part of counterterrorism exploitation. The FBI currently has the requirement for a Nicolet iS50 Analytical Flex FTIR Spectrometer to support chemical analysis of explosives and explosive residues of Improvised Explosive Devices (IEDs) from around the world. Wider scope analyses include other materials of forensic interest. This is critical for trending to obtain viable and useful intelligence. The Thermo Fisher Scientific Nicolet iS50 Analytical Flex FTIR Spectrometer will support the FBI's analysis capability by allowing teams to expedite current production levels. FBI analytical methods were developed by protocols validated on current instruments. New equipment must be integrated seamlessly with no disruption to standard operating procedures or casework continuity. This is critical in maintaining analytical consistency within the FBI Laboratory. This capability supports continued operations, avoids incompatibility issues, unnecessary costs and enhances FBI capabilities. No other device matches the compatibility necessary for the FBI. The Thermo Fisher Scientific Nicolet iS50 Analytical Flex FTIR Spectrometer is the only system that will meet the requirements of the FBI. Thermo Electron North America, LLC is the sole manufacturer and proprietor of the Thermo Fisher Scientific Nicolet iS50Analytical Flex FTIR Spectrometer with the specified protocols and is the only vendor that can meet the needs of the FBI of for this procurement. The Thermo Fisher Scientific Nicolet iS50 Analytical Flex FTIR Spectrometer is a requirement of the FBI to ensure full utilization of all IED exploitation results. No other device matches the compatibility necessary to maintain agency testing standards. The Thermo Fisher Scientific Nicolet iS50Analytical Flex FTIR Spectrometer is the only system that will meet the requirements of the FBI. This notice of intent is not a request for competitive quotations; however, interested parties may identify their interests and capability to respond to this requirement or submit proposals to this office by 12:00 pm, EST, by Friday, September 5, 2014, by email to the attention of Robert Coulter, Contract Specialist, at Robert.Coulter@ic.fbi.gov. Information received will be considered solely for the purpose of determining whether or not to conduct a competitive procurement. Telephone requests will not be considered. A determination by the Government not to compete this proposed contract based upon response to this notice is solely within the discretion of the Government. Vendors must be registered in SAM, effective July 29, 2012 to receive government contracts. The FBI uses a financial system that has a direct interface with SAM. Please ensure that your company's SAM information is updated and accurate. This includes TIN, EFT, DUNS, addresses and contact information. The EFT banking information on file in SAM will be what the FBI uses to process payment to your organization.
