- PLEASE READ THIS NOTICE CAREFULLY AS IT CONSTITUTES THE ONLY NOTICE THAT WILL BE ISSUED. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in the Federal Acquisition Regulations (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. Interested parties are responsible for monitoring this site to ensure that they have the most up to date information about this acquisition. No partial quotes will be considered. No partial awards will be made. The Request for Quote (RFQ) number is PR-0011169 and is being conducted as a 100% small business set-aside. The NAICS Code for this requirement is 333314 - Optical Instrument and Lens Manufacturing; the size standard is 500 employees. The resultant contract will be a firm-fixed price contract. This RFQ incorporates provisions and clauses that are in effect through Federal Acquisition Circular 2005-76. This requirement will be awarded on an all or none basis as a commercial item, fixed-price purchase order under the procedures in FAR Parts 12 and 13. Technical Requirements: • The requested equipment must be composed of a comparison bridge with high-quality optics that provide a superior color-balanced system • The accompanying software package shall have Spot software to provide essential tools for modern microscopy • Toolmark configuration station with allowance for larger objects • Installation for SM Microphoto • Keyboard w/USB Hub • LAS Live Z Builder for capturing extended depth of focus in a single image • LAS Analysis Module for image analysis, interactive measurements, and extended annotation • Digital Microscope camera SW kit, Firewire-B connection, 5 Mpixels, 1 msec exposure time, 18 frames/sec Technical Specifications: • Fluorescent and LED lighting with a wide-field focusing 10X eyepiece for UIS optics and fiber-optic light source with 21V/150W • 1x and 0.5x power objectives with a magnification range of 6x-120x and 3x-51x • Macrozoom optical body to allow for a magnification range of 6x-120x Brand Name Justification: The brand name equipment is requested in accordance with Federal Acquisition Regulation (FAR) 11.105 (a) (1). The brand name indicated in this solicitation is the only product that will meet the needs of the FBI. The FBI has a requirement to purchase two (2) Leica S8 APO Stereozoom Microscopes. The Agency caseload requiring in-depth visual inspection and comparison photography of explosives, explosive residues, chemical precursors, and device components of Improvised Explosive Devices (IEDs) has risen sharply, necessitating the purchase of additional microscopes. The Leica stereomicroscopes are the only ones compatible with the current agency inventory of Leica stereomicroscopes already in use. The specificity for the Leica microscopes is the three-dimensional imaging capability required enhance descriptions of complex mixtures most commonly observed in improvised explosives. The FBI maintains an internal network on which images are stored on and compared. By alternating equipment, compatibility would not be possible. Procuring the new microscope will ensure continuity of operations, provide for a seamless transition, prevent excessive lack-of-compatibility costs, comply with current and future requirements, and enhance agency capabilities. The Leica stereomicroscope is the only microscope that will meet the needs of the FBI. ***SPECIAL SOLICITATION INFORMATION*** The equipment in this solicitation will be used in a new building currently under construction for the FBI in Huntsville, AL. The equipment cannot be installed until after the FBI has taken possession of the building, which is tentatively scheduled for early-to-mid October 2014. However, due to the large amount of equipment that needs to be installed, it may be several months before installation of this equipment may occur. By submitting a quote, the Offeror understands that if it is the awardee, it cannot invoice and/or receive payment until after the equipment has been installed and final acceptance has been made by the FBI. Failure to notify the recipient(s) in advance will result in the shipment/delivery being refused. All re-delivery costs shall be borne by the contractor. Please specify method of delivery, i.e. FedEx, flatbed, etc. - No deliveries shall be scheduled via USPS. The contractor shall extend to the Government full coverage under a normal commercial warranty. Acceptance of the warranty does not waive the Government rights with regard to the other terms and conditions of this contract. The warranty period shall begin upon final acceptance of all items provided to the Government by the Contractor.
