Description

NAVSUP Fleet Logistics Center Norfolk, 700 Robbins Avenue Philadelphia, PA 19111 intends to acquire services on behalf of the Naval Computer and Telecommunication Station (NCTS), Jacksonville, FL for leased local exchange access commercial network service including path/interface to the Public Switched Telephone Network (PSTN) to support simultaneous access, transmission, and switching of voice, high-speed data and images at Naval Air Station (NAS) in Meridian, MS. This effort also requires providing Integrated Services Digital Network Primary Rate Interface (ISDN PRI) Integrated Trunk Facility Setup/Configuration. The anticipated performance period for this procurement will include a base of one year with four one-year option periods with services commencing on 1 October 2014. This procurement is being conducted as a commercial item acquisition in accordance with FAR subpart 13.5 and FAR Part 12. Furthermore, this procurement is being processed through other than full and open competition pursuant to the statutory authority of Section 4202 of the Clinger-Cohen Act of 1996 - a sole source acquisition under the authority of the test program for certain commercial items, as implemented by FAR 13.501(a). The Government intends to solicit and negotiate with BellSouth Telecommunications Inc. (DBA AT and T Southeast) of Atlanta, GA for this requirement. BellSouth is the incumbent local exchange carrier (ILEC) where the telecommunication and support services are to be provided. The award of a firm-fixed price contract is anticipated. Interested persons may identify their capability to respond to this requirement by submitting information that provides details of their capabilities. This notice of intent is not a request for competitive quotes. However, all information received by 1:00 PM (local time) on September 8, 2014 will be considered by the Government. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. The Government will not pay for information submitted in response to this notice. Oral communications are not acceptable in response to this notice. The applicable North American Industry Classification System [NAICS] code is 517110 with a size standard of 1500 employees. Additional information for this requirement will be listed in the solicitation, which is anticipated to be released with this synopsis posting. Contractors must be registered in the System for Award Management [SAM] database in order to be considered for award.
