- The National Institute of Standards and Technology (NIST) Acquisition Management Division, on behalf of the Materials Measurement Science Division, Material Measurement Laboratory, intends to negotiate, on a sole source basis, under authority of FAR 13.106-1(b)(1), with EDAX, Inc, for the purchase of an XEDS Detector to Upgrade a NIST-owned EDAX r-TEM Detector on the FEI Titan 80-300 Aberration-corrected Scanning Transmission Electron Microscope (TEM/STEM). Sole Source determination is based on the following: The general mission of the Materials Measurement Science Division at NIST is to provide research, reference materials, and data to support accurate and selective analysis of microscopic particles and surfaces including the spatial distribution of chemical species relevant to industrial, environmental, and biological processes. NIST owns an FEI Titan 80-300 aberration-corrected transmission electron microscope capable of very high spatial resolution chemical analysis. The instrument is currently equipped with an EDAX r-TEM Si(Li) X-ray energy dispersive spectrometer (XEDS). NIST requires a silicon drift detector (SDD) which allows for a much larger solid angle of detection of 0.4 to 0.5 srs, which would greatly enhance the efficiency and sensitivity of performing chemical spectroscopy in this instrument. The XEDS detector upgrade must provide a collection solid angle of at least 0.4 srs. The detector must exhibit an energy resolution of no less than 130 eV, as measured by the full-width at half maximum of the Mn-Ka X-ray peak. The detector must be compatible with the existing FEI Titan 80-300 microscope hardware and must fully integrate with the existing microscope column and data acquisition software. Due to the proprietary nature of this system, EDAX, Inc., is the only vendor capable of providing the required XEDS Detector Upgrade in order to satisfy the Government's minimum requirements. In addition, EDAX, Inc., is the only vendor authorized by FEI Company for field upgrades and full software integration to the FEI microscope. EDAX, Inc., is the sole manufacturer and distributor. The North American Industry Classification System (NAICS) code for this acquisition is 334516, and the size standard is 500 employees. No solicitation package will be issued. This notice of intent is not a request for competitive quotations; however, the Government will consider responses received by September 12, 2014, 3:30 p.m. EST. A determination by the Government not to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
