Description
The National Institute of Standards and Technology (NIST) Acquisition Management Division, on behalf of the Surface and Microanalysis Science Division, intends to negotiate, on a sole source basis, under authority of FAR 13.106-1(b)(1), with Cameca Instruments, Inc., Madison, WI, for purchase of preventative maintenance and repair service for a CAMECA IMS 1270 E7 Secondary Ion Mass Spectrometer instrument. NIST intends to purchase one base year preventative maintenance service, and four option year preventative maintenance services. Sole Source determination is based on the following: CAMECA Instruments, Inc., is the only source that can provide preventative maintenance and repair for this instrument, as they are the sole manufacturer and sole authorized maintenance provider. The technology and parts are proprietary to the company. The resulting purchase order will be for one base year and four option years. The North American Industry Classification System (NAICS) code for this acquisition is 811219, and the size standard is $20.5 million. No solicitation package will be issued. This notice of intent is not a request for competitive quotations; however, the Government will consider responses received by September 12, 2014, 3:30 p.m. EST. A determination by the Government not to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
