Description
This is not a Request for Proposal. The government does not intend to award a contract from the results of this Sources Sought Notice. The applicable North Atlantic Industry Classification Code (NAICS) for this requirement is 561110 and the small business size standard is $7.5M. The Mission and Installation Contracting Command (MICC) Knox is conducting a market survey in accordance with the Federal Acquisition Regulation (FAR) Part 10.001 to determine the capabilities of all businesses interested in providing lodging reservation service and lodging to support military members and designated individuals in the Dover DE, Philadelphia PA, and Fort Belvoir, MD areas. The primary need for lodging and accommodations is for Wounded Bedside support in the National Capitol Region (NCR) area for Soldiers who are hospitalized for treatment as a result of overseas contingency and for Dignified Transfer of Remains support in Dover/Philly. Lodging locations shall be in the National Capital Region (NCR) area, to include but limited to close proximity and not more than 10 miles away from the following military/civilian facilities: Walter Reed National Medical Military Center (WRNMMC), Bethesda, Maryland; Joint Port Mortuary- Dover, Dover Air Force Base, Dover, DE; and Philadelphia International Airport, Philadelphia, PA. Near WRNMMC in the NCR area, the contractor shall provide, at a minimum, a total of twelve rooms per night. Near Dover AFB, the contractor shall provide, at a minimum, six rooms per night. Near Philadelphia International Airport (PHL), the contractor shall provide, at a minimum, two rooms per night. Lodging at all locations must be ready upon arrival; this includes any time, day or night on any day of the year (24/7/365). No blackout dates. Priority placement into lodging required over other community activities and events at the lodging site with 100% requested lodging provided. Any rooms not utilized by 4:00 P.M. Eastern Time daily will be released back to the facility at no cost to the Government. Each facility shall have a lodging representative onsite at all times to check Military members and designated individuals in, monitor activity in and around the lodging facility and to address questions, concerns and issues. The lodging representative may be a member of the hotel staff. Government Trusted Agent will call contractor with lodging requests as needed and follow up by email. The following information will be provided by phone and email: guest names, room type(s) needed, location (i.e. NCR, Dover, or Philly), arrival days/time, and departure days/times. Contractor shall make initial reservations within one hour of receiving request, either by email, text, or phone by the Government Trusted Agent. At time of reservation, the Contractor shall provide a reservation number for each guest by telephone and e-mail or fax to the Trusted Agent. The lodging facility shall provide shuttle service to transport individuals to and from the local WRNMMC. Round-trip shuttle service shall be provided not less than five (5) times per day. The proposed period of performance will be for a one-year base period and four one-year option periods. The intent is for this requirement to be a single award firm-fixed price contract with scalable characteristics that will allow the contractor to add additional processing lines as demand/quantities change. Potential offerors must be able to perform the entire requirement. If your company is unable to perform the entire requirement, provide information regarding the portions your company is able to provide. Please limit your response to no more than 7 pages and include the following: 1. Business Information: company name, address, point of contact, phone number, email address, D&B Duns Number, and business size and classification (i.e., small business, 8(a), woman-owned, service-disabled veteran-owned, HUBZone, large business, etc.). 2. Capability Information: Describe your overall capabilities, experience, and resources for performing a contract of this type. Describe your ability to manage a contract of similar size and scope. Responses to this notice may contain company proprietary information and must be marked accordingly. The government shall not be liable for or suffer any consequential damages for any technical information identified (e.g., limited and/or restricted rights). This is a market research tool being used to determine procurement strategy. Responses to this announcement and comments and/or questions must be submitted by 2:00 PM, Eastern Time (ET), on Monday September 22, 2014. No extensions will be granted and no responses will be accepted after this closing date. Responses must be in writing and submitted electronically to Samuel K ntz at samuel.f.kuntz2.civ@mail.mil. Responses should also include the Sources Sought number in the subject line of the email message. This Sources Sought Synopsis is issued for maximizing competition.
