- USS TRUMAN SHIP s Area Habitability Upgrades (Training Classroom, CSO s Office, CRMD Library and Offices) The Naval Supply Systems Command (NAVSUP) Fleet Logistics Center (FLC) Norfolk Contracting Department, Norfolk, VA 23511-3392, intends to issue a FFP contract for SHIP s Area (Training Classroom, CSO s Office, CRMD Library and Offices) Upgrades for the USS TRUMAN using the policies and procedures of Federal Acquisition Regulation (FAR) Part 12 - Acquisition of Commercial Items and FAR Subpart 13.5, Test Program for Certain Commercial Items. This requirement will be solicited as a 100% Small Business Set-Aside. The NAICS code applicable to this procurement is 337127. The size standard is 500 Employees. The contractor shall provide Upgrades (supplies and accompanying labor) as required in the Statement of Work. Additionally, a highly recommended site visit will be held prior to receipt of offers to allow all perspective contractors to view and inspect the facilities located at: USS Harry S. Truman CVN-75, Naval Station Norfolk, Norfolk, Virginia 23511, Pier #TBD. The site visit will be held Monday, 09 September 2014 at 10:00 AM EST. The purpose of the site visit is for interested vendors to familiarize themselves with the tasks at hand, verify all measurements, and to ensure complete understanding of the requirement by all parties. In order to attend site visits, contractors shall convene at the above address no later than 10:00 AM EST on Tuesday, September 9, 2014. Attendees should allow extra time to arrive due to delays in passing through security. Due to base security requirements, failure to make a reservation may prohibit a contractor from attending site surveys. Contractors are limited to two (2) representatives for the site survey. In order to ensure access to the USS Harry S. Truman CVN-75 is permitted, interested vendors shall contact Scott Stewart no later than 10:00 AM EST on 08 September 2014. The solicitation, any documents related to this procurement, and all amendments issued will be in electronic form. THE SOLICITATION IS NOT YET AVAILABLE. Once available, the solicitation will be posted to this site (Navy Electronic Commerce Online or NECO). The solicitation is expected to be available on or about 4 September 2014. The NECO website has a submit bid button next to the solicitation number. DO NOT use the submit bid button on NECO to submit a quotation. All responsible sources may submit a quotation which will be considered by the Government. By submitting a quotation, the vendor will be self-certifying that neither the principal corporate officials nor owners are currently suspended, debarred, or otherwise ineligible to receive contracts from any federal agency. Failure to do so may represent grounds for refusing to accept the quotation. The Contracting Officer reserves the right to conduct verbal or written discussions with respect to other than price with the vendors at any time prior to award. By submission of a quotation, the vendor acknowledges the requirement that a prospective awardee must be registered in the System for Award Management (SAM) database prior to award, during performance, and through final payment of any contract resulting from the solicitation, except for awards to foreign vendors for work to be performed outside the United States. Lack of registration in the SAM database will make a vendor ineligible for award.
