- JOFOC The USDA, ARS, BARC-West, Invasive Insects Biocontrol & Behavior Laboratory, intends to solicit and negotiate with only one source under the authority of FAR 13.106-1(b), "Soliciting from a single source" based upon only one responsible source capable of meeting the Government's requirement. The USDA intends to solicit and negotiate with Agilent Technologies, Inc., for a 'Quadrupole Time-of-Flight Mass Spectrometer. This notice of intent is not a request for competitive proposals. However, all inquiries received within 7 days after date of publication of this market survey will be considered by the Government. A determination by the Government not to compete based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Any resulting procurement would be conducted in accordance with FAR Part 13. An award notice for Agilent Technologies, Inc. may be posted on FBO in the near future. Requirement: The refurbished or model instrument for accurate mass Quadrupole Time-of-Flight Mass Spectrometer must: 1. Compatible with 7890 Gas Chromatograph for GC-electron ionization analysis. 2. Must be able to detect 250 fg or less of OFN (octofluoronaphthalene) statistically derived at 99% confidence level from the area precision (<8% RSD) of 8 sequential splitless injections (ALS7693A) of 1μl, 1 pg/μl OFN, at m/z 271.9867) 3. Must be able to produce S:N > 2000:1 (RMS noise) at m/z 271.9867 from a splitless injection of 1 pg OFN 4. Must be able to detect 24 pg or less of BZP( benzophenone) statistically derived at 99% confidence level from the area precision (<8% RSD) of 8 sequential splitless injections of 1μl, 1 pg/μl OFN, at m/z 183.0804 5. Splitless injection of 100 pg BZP will have a S:N > 1500:1 (RMS noise; using methane) at m/z 183.0804 6. Must have a resolution (width at half height) of >13,000 at m/z =271.9867 from a splitless injection of 1 pg OFN 7. Must have an average mass error of <5 ppm at m/z 271.9867 from 8 sequential splitless injections of 1 pg OFN 8. Must have both Electron Ionization (EI) and Chemical Ionization (CI). 9. Must have a non-coated inert EI source with combination of repeller and extraction lens for high sensitivity 10. Must be in the range from 106ºC to 350ºC. 11. Must have dual filaments for EI. 12. The mass range must be at least m/z 20-1700. 13. Must have an electronic dynamic range of at least 105. 14. Must have a scan rate that is selectable from 1 to 50 spectra/sec. 15. The TOF must have a dual stage ion mirror. 16. The QTOF must have a monolithic hyperbolic gold-coated quadrupole. 17. The quadrupole must have a range that is selectable from 100ºC to 200ºC. 18. The QTOF collision cell must be a hexapole with a linear acceleration field along its axis. 19. The QTOF collision cell must use nitrogen gas. 20. The QTOF collision cell must be selectable up to 60eV. 21. The QTOF detector must be a Microchannel plate/scintillator/PMT that uses Analogue-to-Digital (ADC) electronics. 22. The QTOF must use ADC electronics - 32 Gbits/sec with dual gain amplifiers. 23. The mass spectrometer must have a fully automated tune and user selectable manual tune. 24. The mass spectrometer must be able to support up to 8 mL/min GC carrier plus another 5 mL/min of methane for CI operation, plus an additional 1-2 mL/min of nitrogen for the collision cell; 2 L/min for MS purge with peak flow of 15-20 L/min when changing ion source 25. The mass spectrometer must have ion source and mass analyzer regions that are differentially pumped. Must use air-cooled turbo-molecular pumps with a single mechanical pump. 26. Must be able to collect two (2) GC detector signals while acquiring MS data.
