DMEA is composed of highly specialized engineering facilities and microelectronic engineers that work in close partnership with the major defense contractors and the semiconductor industry to provide support for fielded systems across all U.S. military organizations. Access to DMEA systems (classified and unclassified, networked and standalone) for DMEA employees, contractors, and customers is a vital part of the engineering process. Information Assurance (IA), the proper protection of the networks, computers and data, is mandatory under existing DoD directives and instructions. Compliance with DoD directives is accomplished through the development and implementation of local security policies and procedures, application of Security Technical Implementation Guides (STIG), use of cybersecurity software and Intrusion Detection Systems, and certification and accreditation of all systems. The list of software to be supported includes specialized process automation and control applications, custom database applications, and numerous operating systems and applications that are subject to internal development, patching, upgrades, and new installations. Software developed in part or in whole by the contractor requires the use of DoD and industry best practices, full testing, deployment, documentation, user training, maintenance, updates, Proposed Contract Type and Term: The proposed contract will be a commercial single award IDIQ. Task orders will be issued as firm fixed-price. A task order will be issued annually for ongoing Operations & Compliance work, with additional task orders for new development projects as needs arise. There will be a base ordering period of one year, with four one year option periods (5 years total). Requested Information: The purpose of this request for information is to identify potential Small Business sources for these services to determine whether or not this acquisition should be set aside. If you are a small business interested in bidding on the eventual solicitation of this requirement, you may request a more detailed Performance Requirements Summary (PRS) from DMEA by emailing jarrod.washington@us.army.mil or joseph.hetrick1@us.army.mil. If your firm is a small business capable of performing these services, please provide a capabilities statement outlining your experience with and knowledge of: - providing IT support to a semiconductor foundry (or similar industrial application, e.g. solar panel manufacturing) - software development for semiconductor foundry hardware (or similar industrial applications) - possessing and maintaining DoD facility and personnel security clearances - complying with DoD information assurance/security requirements and adapting processes as security requirements change - custom application and web development - providing general office IT (network, internet, hardware, etc.) installation, maintenance, and support - any other relevant information which demonstrates your firm's ability to provide the services listed in the Performance Requirements Summary.
