Notice Type: Combine Solicitation This is a combined synopsis/solicitation for a Microplate reader with accessories. This is for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. a. Solicitation Number 1133821 is being issued as a Request for Quotation (RFQ). Full and Open Competition b. Provisions and clauses are those in effect through Federal Acquisition Circular 2005-76, effective 25 July 2014 c. This procurement is a brand name or equal requirement, associated with NAICS Code 334516 and small business size employees 500. d. Item Description: Brand Name or Equal to the BMG CLARIOstarr Microplate Reader with Bottom Reading and Luminescence Capabilities. • Two Linear Variable Filters for highly sensitive fluorescence spectral scanning employing distinct wavelengths (320-850 nm) and continuously adjustable bandwidths (8-100 nm). • Monochromator resolution of 0.1 nm. • Focal height adjustment for both top and bottom reading to eliminate the influence of microplate format, sample volume, surface tension, and evaporation and to ensure the best signal-to-noise ratio for every plate. • Advanced cell layer scanning for cell-based assays where adherent cells are not evenly distributed in the culture plate well. • Top/bottom reading, programmable shaking, ambient to 45°C incubation and auto-optic switching. • FDA 21 CFR Part 11 compliant operating software is included. • Quick-start software that delivers full functionality without complex protocol setup is included. • Easy user upgrade from the requested configuration in the future with the following options: o Fluorescence polarization. o Time-resolved fluorescence. o UV/Visible absorbance with spectral scanning. o Two on board reagent injectors that include individual injection volumes for each well (3-350 IlL), variable injection speed, and reagent back flushing. o 65°C incubation. o Continuous loading feature with magazines for up to 50 microplates. o Gas vent which allows 5% C02 addition for long-term cellular assays. f. FAR Provision 52.212-1 (Instructions to Offerors - Commercial Items) (APR 2014) applies to this acquisition. Para (k) requires current registration in SAM at https://www.sam.gov. g. FAR Provision 52.212-2 Evaluation - Commercial Items (JAN 1999) applies to this acquisition. Award will be made to the Lowest Priced Technically Acceptable Offeror whose quote provides sufficient detail to evaluate compliance with the solicitation It is the responsibility of all interested offerors to review this site frequently for any updates/ amendments that may occur during the solicitation process. The posting of this requirement does not obligate the Government to award a contract nor does it obligate the Government to pay for any proposal preparation costs. The Government reserves the right to cancel this procurement/ solicitation either before or after the solicitation closing date, with no obligation to the offeror by the Government. The Government will issue a contract to the responsible, responsive offeror, with acceptable past performance, submitting the lowest price.
