Description
NASA/GRC has a requirement for the following specifications for one high speed flow visualization video recording system, comprised of two Mikrotron model 4CXP high speed CoaxExpress cameras and rack-mount data recording system for installation on NASA aircraft for reduced- microgravity test flights. In addition to the two integrated Mikrotron 4CXP cameras, the system shall have a provision to record a minimum of two additional user supplied GigE-Vision cameras. System shall be delivered as an integrated and tested unit, with sufficient capacity to record 40 test-points per flight at the rate of one test-point per minute, resulting in a minimum recording duration of 40 minutes for all camera channels. At conclusion of each flight day, all data will be transferred off the systems to user-supplied external storage, via USB 3.0 or 10-Gigabit Ethernet. NASA/GRC intends to purchase the items from Microdisc, Inc. This is a custom built item that must be compatible with an existing system. The Government intends to acquire a commercial item using FAR Part 12 and the Simplified Acquisition Procedures put forth in FAR Part 13. The sole source is under the authority of FAR reference 13.106-1(b). Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than close of business on September 3, 2014. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications ARE NOT acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency.
