Description
Amended to post Questions and Answers: FBO BBG50-Q-1073-14-00002SB Solicitation for Kuwait Station Explosive Ordnance Survey FOR New Rhombic Antenna Services Question 1: Please clarify the required expected depth (below ground level) for the Survey and clearance activities as the below statements from the SOW appear to be contradictory: Description of Work to be Performed : The Contractor must provide the equipment, labor, services and expertise necessary to identify, isolate, safely unearth, and document all metallic objects found in the new construction zone and buried up to 3 meters below the surface. Specifications: The Contractor shall uncover the suspected ordnances and catalog each item by type. The Government of Kuwait (GOK) EOD team will dispose of all ordnance and incendiary devices found on site unless doing so could jeopardize life or property. In such case, the EOD team will use GOK established procedures to remove. The Explosive Ordnance Survey and Clearance identification tasks shall be performed over the area defined below and shall extend to a depth of at least 1 meter. Answer 1: The Contractor shall Survey up to 3-meters and provide all ' equipment, labor, services, and expertise necessary to identify, isolate, safely unearth, and document ALL objects.' The Contractor is not required to detonate unexploded ordnance or incendiary devices. The Contractor shall coordinate with the Government of Kuwait EOD team to dispose of all ordnance and incendiary devices...' Question 2: Please confirm the depth of the fence posts which are required to be embedded below ground in concrete, as a 8m fence post seems excessive with 7m buried underground? Upon completion of explosive ordnance search, the Contractor shall install galvanized fence posts at each corner and at the midpoint of each side of the cleared area. These fence posts shall be embedded in 700cm of concrete and visible 1m above grade to allow easy identification. Answer 2: The fence posts should be buried in ­ 700 mm of concrete and be visible at least 1 meter above ground. Standard Galvanized 6-foot fence posts will suffice for this purpose. Question 3. With respect to the below, would the client accept a none metal free clearance if a Geophysical analysis take place? Description of Work to be Performed : The Contractor must provide the equipment, labor, services, and expertise necessary to identify, isolate, safely unearth, and document all metallic objects found in the new Answer 3: If after a careful analysis the Contractor finds nothing, it shall certify that no items were found. See Section 4d of the 'Statement of Work.' Question 4: Please confirm that it is acceptable for the electronic submissions to be received by the proposal deadline and the hard copy can follow? Answer 4: Electronic and hardcopies of the proposal should be received simultaneously and before the deadline. Question 5: Please advise if details are required for the persons delivering the hard copy and CD / DVD to the offices (Kuwait and Washington) as stated in the RFP? Answer 5: Delivery of hardcopies does not need to be in-person. Any parcel post (FedEx, UPS, DHL, and USPS) shall suffice. Question 6: Please confirm that a lump sum price is being requested as no pricing table is provided as part of the RFP? Answer 6: A lump sum cost proposal is being requested. Question 7: Please provide clarification with regards to the statement below - will a contract be provided upon award as there was no contract document as part of the RFP? (v) The Broadcasting Board of Governors (BBG), Office of Contracts (CON) located in Washington, D.C. anticipates establishing a contract for commercial items for Kuwait Station Explosive Ordnance Survey for New Rhombic Antenna Services for the BBG Office of Technology Services & Innovation Division as described in the attached Statement of Work (SOW) for the Voice of America. Answer 7: This refers to the 'items' related to a completed EOD Survey, i.e. the final inspection report and fence posts. END OF QUESTIONS AND ANSWERS.
